On July 21, 2022 at approximately 9:00am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. During annual inspection visit, LPA also conducted capacity increase inspection. LPA met with director, Meagan Vincent, and explained the purpose of the inspection. On date of LPA's visit, preschool program was on summer break. No children or other teachers were present during LPA's inspection. The applicant is requesting to increase the capacity to 41 children, ages 3 to 5 years old.

The facility was inspected, indoors and outdoors, for health and safety hazards and measured to calculate capacity. Hours of operation are Monday to Friday 7:30am to 6:00pm. Facility is a multi-level building with two floors. Main day care areas are classrooms #1-3, operating on the first floor of the facility. Classroom #1 square footage was calculated for 519.420 sq. ft, Classroom #2 was calculated for 425.32 sq. ft, and Classroom #3 was calculated for 501.109 sq. ft. The total indoor classroom measures 1,445.849 sq. ft divided by 35 sq. ft allowing for a capacity of 41 students.

LPA observed classrooms to be clean, equipped with age appropriate toys, materials and furniture. Each classroom is appropriately ventilated with proper temperature. LPA observed all poisons, cleaning solutions and hazardous materials to be stored inaccessible to children on facility's high shelves and/or locked behind child safety locked cabinets. Storage for children's belongings are located outside the classrooms, in the hallway, that will be labeled with each child's individual names. Each classroom is equipped with a fully stocked first aid kit and fire extinguisher. Facility is also equipped with fire alarm system and carbon monoxide detectors.

Facility contains children's bathroom equipped with 3 toilets and 3 sinks, sufficient for the requested capacity. LPA observed bathrooms used for day care use to be clean and in proper working condition. Children's sinks do not provide water that is warmer than 120 degrees Fahrenheit and garbage can was observed to have a tight fitting lid.

Second floor of the building includes a multi-purpose area. The multi-purpose area is to be utilized as an additional activity space for music, gross motor classes and gathered assemblies only. Due to space being a multi-purpose area, this space is not included in total square footage/capacity. LPA observed multi-purpose area to be clean and properly ventilated.

Facility does not currently provide a food service. Per director, facility plans to provide a food service for the upcoming 2022-2023 school year that includes a third party vendor. Food service will be prepared in outside campus and delivered to facility. LPA reminded director to maintain proper food temperature when food is to be delivered. Water is made available to children indoors and outdoors with accessible water fountains and children's water bottles that are refilled at facility.

The outdoor area measures 2,347.062 sq. ft divided by 75 sq. ft allowing a total of 31 children. Director to request an updated waiver and rotation schedule due to lack of square footage space for requested capacity of 41 children.

Outdoor area was observed to be equipped with age appropriate materials that were in good working condition. LPA observed sandbox to be clean and play structures to have resilient padding underneath. Adequate shade is provided by a designated tarp and from trees handing over head.

Children are signed in and out of facility by front entrance. At time of LPA's inspection, no enrolled children were present. Facility has license documentation and information properly posted and available for review in main entrance of facility.

Per director, due to program currently being on summer break, facility does not have set staff and teachers at current location. Per director, prior to upcoming 2022-2023 school year, all hired teachers and staff will have completed all required training and licensing documentation.

LPA reviewed facility records that included 10 children's records and director's record. LPA observed children's and director's records to be complete. Director's CPR certificate is current and will expire 08/2023.

Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completed certificate on file. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. During inspection, Director provided LPA with:
-Revised and updated capacity increase application
-Revised and updated personnel report
-Updated monthly operating statement
-Updated balance sheet

LPA will recommend licensure for 41 children once following is complete:
-Fire clearance for 41 children.
-Updated outdoor waiver request.

No deficiencies were issued under CCR, Title 22, Division 12.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with director, Meagan Vincent.
