On August 31, 2022 at approximately 11:20am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, case management inspection. LPA met with licensee, Ana Galdamez, and explained the purpose of the inspection. No children were present during LPA's visit. Per licensee, week of 8/29/2022 is "Teacher's In-Service" training. Present during LPA's visit included licensee and 6 staff members preparing for Fall 2022 program.

Licensee submitted a capacity increase application 05/26/2022 to increase licensed capacity from 60 children (preschool age) to 78 children (preschool age). The facility was inspected, indoors and outdoors, for health and safety hazards. No measurements were taken during LPA's visit. Hours of operation are Monday to Friday 7:00am to 6:00pm.

There are four classrooms (Classroom #1, Classroom #2, Classroom #3, Classroom #4) for the preschool program that are currently licensed for a capacity of 60 children. Facility also includes an open, multipurpose area, located outside the four classrooms. Licensee requested to include multipurpose area as additional space for overall, licensed capacity.

LPA Quimbo and licensee, Ana Galdamez, previously discussed during pre-licensing inspection conducted 10/14/2021, multipurpose area cannot be added as part of overall licensed capacity due to area being an open hallway and a multipurpose area for enrolled children. Licensee updated preschool classrooms to include materials that were previously located in multipurpose area. Licensee stated multipurpose area is no longer multipurpose area and is to be converted to a separate classroom.

Per regulation 101238.3 Indoor Activity Space (a)(1) "...halls...shall not be included in the calculation of indoor activity space."

LPA informed licensee due to multipurpose area being located in open hallway, space cannot be included in overall square footage. LPA informed licensee open hallway would raise risk of children from Classrooms #1 through #4 co-mingling with children in multi-purpose area converted to the additional "classroom".

LPA and licensee discussed options of capacity increase application. During LPA's visit, licensee provided LPA written document, stating withdrawal of capacity increase application. Written document includes licensee's wet signature. Licensee is aware if they would like to increase capacity, licensee must submit a separate and new capacity increase application. Licensee is aware additional fire inspection and an LPA visit will be required prior to a capacity increase being granted.

Licensee has withdrawn capacity increase application effective 08/31/2022.

During visit, LPA reminded licensee lead water testing to be due January 2023. LPA reminded licensee, as of September 1, 2016, all Staff and Volunteers must provide proof of immunization against pertussis, measles, and influenza, or qualifies for an exemption, pursuant to Health and Safety code 1596.7995 and 1597.622.

Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

No deficiencies were issued under CCR, Title 22, Division 12.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Exit interview conducted and report was reviewed with licensee, Ana Galdamez.
