On July 28, 2022 at approximately 9:00am, Licensing Program Analyst (LPA) Catrina Quimbo conducted a pre-licensing inspection. LPA met with director, Xiaotian "Tara" Yu and explained the purpose of the inspection. Facility is already licensed with a preschool license. The applicant is requesting for a combination center with the addition of an infant license. Under the infant license, the applicant is requesting 8 infants (3 months to 24 months). Director is aware children from preschool program and infant program are not to co-mingle.

The facility will operate Monday through Friday from 8:30am to 5:30pm. Children will be signed in and out with an electronic signature. The designated director for the facility will be Xiaotian "Tara" Yu. The facility will operate as a Chinese immersion program. At approximately 9:30am, licensee, Shu "Irina" Yang, arrived to facility. LPA continued inspection with both licensee and director. The facility was inspected, indoors and outdoors, for health and safety hazards and measured to calculate capacity.

Indoors: There is one classroom that will be used for the infant program. Infant classroom was calculated for 330.64 sq ft allowing for a capacity of 9 children. There is one bathroom in the infant classroom that includes 1 adult toilet and 1 adult sink. Licensee will install appropriate children's toileting equipment for infants that will be potty training. Total allowable capacity for the toilet and sink is 15 children. Classroom also has 1 additional sink that is made accessible to children with children's stepping stool/stairs. All sinks that will be used by children do not provide water that is warmer than 120 degrees. Classroom is also equipped with a changing table that is within arm's reach to the sink.

The classroom used for the infant program was observed to be clean and equipped with a fully charged fire extinguisher and carbon monoxide detector. Facility maintains a fire alarm system. All furnishing, toys and equipment was observed to be safe, age appropriate and in good condition. Sufficient storage space for children's personal belongings is located inside the classroom.

Licensee plans to utilize cribs and and mats for napping infants in care. Designated napping area is located inside classroom. Licensee plans to install wall partition to separate the infants' napping space from the infants' activity space. Infants' families will provide sheets that will be sent home weekly.

The facility is adequately ventilated and free of insects and bugs. First Aid Kits and emergency supplies will be located inside the classroom. Cleaning products, poisons and other hazardous materials will be stored in classroom's cabinets, locked behind child safety cabinets. LPA reminded licensee and director cleaning products and other chemicals are not to be stored with food.

The facility also contains a kitchen, staff lounge and office that will remain off limits to children. The isolation area will be the office. Director and licensee are aware children in isolation must always be supervised. At this time, infant program does not plan to provide a food service. Infants' bottles and food are to be brought from home, individually labeled, and properly stored in infant classroom. Water is available to children both indoors and outdoors.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Outdoor: There are two designated areas for infants use. First section of outdoor area is located directly outside the front entrance of the infant classroom, designated for infants, crawling and "tummy time". Second section of the outdoor area is located at the side of the facility, on the Catherine Drive side. The outdoor area was calculated for 728.31 sq ft allowing for a capacity of 9 children. Entire outdoor area is enclosed with an at least 4ft high fence. Outdoor area was observed to be clean with appropriate toys and materials that were in good working condition. Infants' outdoor area is cushioned with turf that was observed to be clean.

Licensee and director were reminded to conduct emergency disaster drills at least once every six months. Drills should be properly logged and documented.

Licensee and director were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee and director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with licensee and director the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
