1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On August 15, 2023, at approx. 12:55PM Licensing Program Analyst (LPA) Maria Olguin-Leon met with Director Shanu Mathur for an annual inspection. Purpose of visit was explained. Present today was Director, 2 staff and 3 infants. Facility is operating within capacity and in compliance with staff child ratio. All staff have fingerprint clearances. Facility operates infant program from Monday to Friday 8:30AM to 5:30PM. LPA and Director toured the facility for health and safety hazards. Facility operates an infant program, toddler program and preschool program. Infant program consist of one infant classroom. Classrooms is clean with proper temperature and ventilation. There are plenty of age-appropriate toys, infant/toddler furnishings, play rugs and learning materials all in good repair. Storage hooks are available for children to store personal items and belongings. Classroom is equipped with a changing table for diapering children. Tables are equipped with changing sheets, that are changed after each diapering and table is disinfected. Diapers are stored underneath change table. There is a separate bathroom in facility for staff use. All trash containers in classroom have tight fitted lids. All cleaning products, chemicals and toxins are stored and locked in cabinet and inaccessible to children. Facility has plenty of cribs available for napping; infants bring their own sheets and are sent home each week for laundering. Playground is a shared playground with preschool, facility has waiver posted. Playground is equipped with a play structure, have plenty of play toys, riding toys all in good condition. Playground flooring is cushioned with rubber padding to cushion falls. Playground is also equipped with chalk board along furthest wall. Playground is surrounded with a 5 ft. fence. Outdoor area is equipped with a sunshade. There are no pools or bodies of water. Per Director, there are no weapons or firearms on the premises. Infants’ food and bottles are properly labeled with child’s name and stored in classroom refrigerator. Parents provide all meals for infants. Infant kitchen was observed to be clean, and food stored properly to prevent contamination. Labeled water bottles with children’s names are brought from home for use indoors and outdoors. Facility refills water with water filtered pitchers. First aid kit is fully stocked with medical supplies. Incidental Medical Services were discussed. LPA reviewed electronic sign in/out sheet. Parents have individual PIN for their child for sign in/out. LPA reminded Director to have parents sign with full signatures. Facility is equipped with fully charged fire extinguishers, dual carbon monoxide detector/smoke alarm system. Facility is equipped with a landline phone and staff use cell phones for communication.

LPA reviewed 5 children’s records 2 staff record. All the children's records were complete and included Safe sleep plan and Infant/Toddler needs/service plan and safe sleep logs. Staff records were complete. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. Last emergency drill was conducted on May 16, 2023, LPA reminded Director to document drills, technical assistance issued.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed sleep sack ban and waiver/exceptions.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Childcare building was renovated before being license on 09/2022. Director will submit documentation to LPA regarding newly installed piping by 08/30/2023, technical violation issued.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.
