On January 13, 2023 at approximately 8:30am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an announced, pre-licensing inspection. LPA met with applicant (regional manager), Catherine Trabanino, and director, Lalaine Monteclaro, for a pre-licensing inspection.

The applicant is requesting for a combination center of an infant program and preschool program. Under the infant program, applicant is requesting for 28 infants (6 weeks to 2 years old). Under the preschool program, applicant is requesting 72 preschool children (2 years to 5.5 year olds).

The facility is located at Peninsula Temple Beth El and has its own, separate Bright Horizons entrance. Children's families will enter facility through main Bright Horizons gate.

The facility will operate Monday through Friday from 7:00am to 6:00pm. Children will be signed in and out of facility with an electronic signature. Applicant plans to have electronic tablets in each classroom that children's families will utilize for their electronic signatures. The designated director for the facility will be Lalaine Monteclaro. The facility was inspected, indoors and outdoors, for health and safety hazards and measured to calculate capacity.

Indoors: There are 9 classrooms in the facility. 3 of the classrooms will be used for the infant program: Infant Room #1, Toddler Room #1, and Toddler Room #2.

Infant Room #1 (6 weeks to 12 months) was measured for 759.36 sq ft. allowing for a capacity of 21 children. Toddler Room #1 (12 months to 24 months) was measured for 425.3 sq ft. allowing for a capacity of 12 children. Toddler Room #2 (12 months to 24 months) was measured for 467.15 sq ft. allowing for a capacity of 13 children. Under the infant license, total square footage equals 1,651.81 sq ft. allowing for a capacity of 47 children.

LPA observed infant classrooms to have diaper changing tables that were within arm's reach of an adult sink. LPA observed classrooms to be equipped with age appropriate toys and materials that were observed to be new and in good condition. All furnishings were observed to be safe and age appropriate. Sufficient storage space for children's personal belongings is located inside each classroom, that will be labeled with each child's individual names.

LPA observed electrical outlets in classrooms were made inaccessible with child safety covers. Any poisons, cleaning supplies, hazardous materials or medicines will be stored inaccessible in classroom's high shelves and/or locked behind chid safety locked cabinets. Each classroom is equipped with a working carbon monoxide detector, emergency backpack with emergency supplies and fully stocked first aid kit. Entire facility maintains a fire alarm system.

Program plans to provide napping infants with cribs, cots and sheets. Children are allowed to provide their own blankets. Per applicant, sheets will be laundered on site weekly or as needed.

Garbage cans were observed to have tight fitting lids. Toddler Room #1 and Toddler Room #2 also include 1 additional children's sink that children will have access to. Infant classroom also includes a separate bottle prep/food prep area that is equipped with a refrigerator and sink. All sinks accessible do not provide water that is warmer than 120 degrees Fahrenheit.

The facility also contains a kitchen, learning resource center and director's office that only staff will have access to. Designated isolation area will be located in facility office and/or reception area. Facility's discipline policy will be positive guidance that assists children in identifying and understanding their emotions and being redirected.

Program plans to provide morning and afternoon snacks only. Lunch will be provided by enrolled children's families. LPA reminded applicant and director children who bring their own items are to be labeled by each child's individual names. Facility will required children to provide their own individually, labeled water containers that will be refilled at the facility if needed. Water is available to children both indoors and outdoors with children's individual water bottles.

Medications with children’s individual names and required documentation will be stored in classroom’s high cabinets. Medications that require refrigeration will be stored in a locked box in the kitchen refrigerator. This facility plans to provide Incidental Medical Services –

Outdoor: The outdoor area includes two separate areas for preschool and infant children. Under the infant license, the outdoor area measures for 2,222.75 sq ft. allowing for a capacity of 29 children. Entire outdoor area is enclosed with an at least 4 ft high fence that is equipped with a sound alarm system. Outdoor area was observed to be clean. There is a sandbox that is properly covered. Flooring on outdoor area includes sand, artificial turf and cushion for crawling, balancing and walking infants. LPA observed an umbrella to provide children shade when needed.

LPA reminded applicant and director to conduct and document emergency disaster drills at least once every six months. Applicant and director are aware infant and preschool children cannot co-mingle at any time.

Applicant and director were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant and director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with applicant and director the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
