On August 30, 2023 at approximately 1:00pm, Licensing Program Manager (LPM), Marie Rodriguez, and Licensing Program Analyst (LPA) Catrina Quimbo conducted a follow up pre-licensing inspection. LPM and LPA met with applicant, Kwan Dong, program director, Irene Soriano, and consultant, Tony Ng. No children were present during visit.

This is a relocation, capacity increase, combination application. Young World Preschool & Childcare is currently licensed with preschool facility 414004112 and infant facility 414004113. Application was received June 6, 2023. Initial pre-licensing inspection was conducted by LPA Quimbo July 5, 2023.

The applicant is requesting for a combination program of an infant program and a preschool program. Under the infant program, applicant is requesting 39 infants (3 months to 24 months). Under the preschool program, applicant is requesting 150 preschool children (24 months to 5 years old).

Based on LPA's inspection conducted on July 5, 2023, following had to be completed:
-Completion of renovation, including painting and light fixture installations.
-Fire clearance.
-Inaccessibility of electrical outlets in all classrooms.
-Inaccessibility of stairs to stage in auditorium.
-Addition of garbage cans with tight fitting lids in classrooms and bathrooms.
-Finalization of the classroom set ups.
-Finalization of indoor classroom, bathroom, and outdoor space usage.
-Installation of a carbon monoxide detector in each classroom.
-Re-submission of application documents.
-Submission and approval of outdoor waiver.
-Follow up inspection by LPA.
-Full review of application by LPA.
-Management approval.

During today's visit, facility had completed following:
-Completion of renovation, including painting and light fixture installations.
-Fire clearance obtained 08/25/2023.
-Inaccessibility of electrical outlets in classrooms.
-Garbage cans with tight fitting lids in classrooms and bathrooms.
-Finalization of the classroom set ups.
-Finalization of indoor classroom, bathroom and outdoor space usage.
-Installation of carbon monoxide detectors in each classroom.

LPM and LPA inspected facility, indoors and outdoors, and measured space to calculate capacity.

Indoors: There will be 6 spaces that will be utilized for the preschool program. Library/art room (not included in capacity), auditorium, visual/audio area, portion of kitchen, music room and academic room. Total indoor square footage for indoor capacity equals 5,213.88 sq. ft. allowing for a capacity of 148 preschool children.

LPA observed classrooms to be fully equipped with toys, materials, and furniture that were age appropriate. Classrooms are equipped with working carbon monoxide detectors. Toys and furniture were observed to be new and in good working condition. Applicant will make stairs leading to stage inaccessible.

Preschool program will have access to one restroom with 6 toilets and 5 working sinks. Sinks accessible to children did not provide water that was warmer than 120 degrees Fahrenheit. Total allowable capacity for sinks is 75 children. Total allowable capacity for toilets is 90 children.

Outdoor: The outdoor area includes 3 spaces for the preschool program that includes a turf area, garden area next to the turf area, and the shaded area outside the auditorium. Total outdoor square footage for outdoor capacity is 58 children. Applicant will submit an outdoor rotational schedule. Outdoor area was equipped with outdoor toys and materials that were in good working condition.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The requirement for Lead Water Testing was discussed (H&S Code 1597.16). Applicant was reminded a facility licensed after July 1, 2022, must have their water fixtures tested for lead 180 days after licensure and every 5 years thereafter. LPA advised applicant to review PIN 21-21-CCP.

Facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Based on square footage, maximum capacity preschool program can be licensed for is a capacity of 148 preschool children.

LPA will approve for provisional licensure, effective today's date. Applicant to submit waiver requests to LPA at a later date.

A notice of site visit was given to facility representative and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Exit interview conducted and report was reviewed with the facility representative, Irene Soriano.
