1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On July 28, 2023 at approximately 9:40am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an announced, pre-licensing inspection. LPA met with applicant/director, Pam Cohn, and explained the purpose of the inspection. This is a relocation and change of ownership application. Hugs Hangout is currently licensed with facility 414001867. Application was received June 30, 2023. The applicant is requesting for a preschool program for a capacity of 60 preschool children (2 years to entry into first grade). The facility will operate Monday through Friday 7:00am to 6:00pm. Applicant plans for children to be signed in and out of facility with authorized representatives' written signatures. Applicant plans for sign in/out sheets to be located outside children's designated classrooms. The designated director for the facility will be Pam Cohn. The facility was inspected indoors and outdoors, for health and safety hazards and measured to calculate capacity. Main entrance to facility will be through side gate with Hugs Hangout sign, located at the end of Cottonwood Drive. Indoors: There are 2 classrooms and 2 portable classrooms that will be utilized for Hugs Hangout. The 2 portable classrooms will be for the Monkeys class (P-1) and the Tigers class (P-2). The 2 classrooms will be for the Bears class (C-1 and C-3). Facility also includes a kitchen that is made separate from children in care. Portable classroom P-1 (Monkeys: 2-3 year olds) was measured for 849.57 sq. ft. allowing for a capacity of 24 children. Portable classroom P-2 (Tigers: 3-4 year olds) was measured for 835.82 sq. ft. allowing for a capacity of 23 children. Classroom C-1 (Bears: 4-5 year olds) was measured for 880.65 sq. ft allowing for a capacity of 25 children. Classroom C-3 (Bears: 4-5 year olds) was measured for 601.57 sq. ft allowing for a capacity of 17 children. Total indoor square footage equals 3,167.61 sq. ft. allowing for a total capacity of 90 children. Classroom C-3 includes a teacher preparation/storage area that was not measured for classroom's overall square footage. Teacher preparation/storage area is made inaccessible to children. LPA observed classrooms to be well ventilated with appropriate temperature. Classrooms are equipped with furniture, toys and materials that were observed to be new and in good condition. Classroom furnishings were observed to be safe and age appropriate. Sufficient storage space for children's personal belongings are located both inside and outside the classrooms. LPA observed electrical outlets to be made inaccessible, blocked by furniture. Poisons, cleaning supplies, hazardous materials will be stored in classrooms' high shelves, inaccessible to children. Each classroom is equipped with a working carbon monoxide detector, fire alarm system, fire extinguishers and emergency red backpacks with emergency supplies.

Medications with children’s individual names and required documentation will be stored in appropriate classroom. Medications that require refrigeration will be stored in a staff refrigerator in teacher preparation/storage area.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Each classroom includes a bathroom with 1 toilet and 1 sink. Each classroom also includes an additional sink, outside the bathroom. Program includes a total of 4 toilets and 8 sinks accessible to children. Total allowable capacity for toilets is 60 children. Total allowable capacity for sinks is 120 children. Sinks children have access to do not provide water that is warmer than 120 degrees Farenheit.

Program plans to provide napping children with mats. Children's families are to provide sheets and blankets. Per applicant, sheets and blankets will be sent home weekly or as needed. Mats will also be sanitized weekly or as needed.

Designated isolation area will be located in Classroom C-3, in teacher preparation area. Facility's discipline policy was discussed. Applicant plans to communicate with children and children's families.

Program plans to provide a food service that includes morning snack, lunch and afternoon snack. Per applicant, food will be prepared and stored in facility kitchen, that is separate from all classrooms. LPA observed kitchen to be clean, with food and materials appropriately stored. Applicant was reminded poisons and cleaning solutions must not be stored with food. Water is made available to children both indoors and outdoors. Children are required to provide their own individual water bottles that will be labeled with their individual names. Per applicant, water can be refilled with bottled water.

Outdoor: There are two outdoor playground areas that children will have access to. Playground #1 is directly located outside P-2. Playground #1 was measured for 2,703.26 sq. ft. allowing for a capacity of 36 children. Playground #1 was observed to be fully fenced and enclosed. Playground #1 includes a play structure that was observed to have resilient padding underneath.

Playground #2 is located outside C-1. Playground #2 includes a grass area, garden area and play structure area. Open black top area is not for children's use. Playground #2 was measured for 7,221.06 sq. ft allowing for a capacity of 96 children. LPA observed play structure in playground #2 to have resilient padding underneath. LPA advised applicant to enclose playground #2 to keep children separate from black tops area. Applicant is aware staff are to always supervise children when in outdoor area.

Total outdoor area measures for 9,924.32 sq. ft. allowing for a capacity of 132 children.

LPA reviewed with applicant, the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA reminded applicant to conduct and document emergency disaster drills at least once every six months. The requirement for Lead Water Testing was discussed (H&S Code 1597.16). Applicant was reminded a facility licensed after July 1, 2022, must have their water fixtures tested for lead 180 days after licensure and every 5 years thereafter. LPA advised applicant to review PIN 21-21.1-CCP.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant was informed of the MyChildCarePlan.org site, a consumer education
website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-carelicensing/ subscribe and select the Child Care option to receive email communication.

During visit, LPA was provided an original copy of applicant's updated health screening form (LIC503), and TB clearance.

Based on toilet to child ratio, maximum number program can be licensed for is 60 preschool children.

Prior to recommended licensure, following must be completed:
-Submission of documents indicated on Notice of Incomplete Application (LIC184C).
-LPA's review and approval of documents to be resubmitted.
-Fire clearance.

Applicant understands once facility 414005030 is licensed, license at facility 414001867 will be forfeit.
