On February 29, 2024, at 10:00 AM, Licensing Program Analyst Gigi Reyes conducted an unannounced Required three (3) year inspection at above Family Child Care Home (FCCH). LPA met with Licensee, Laurel Penk and assistant, Laura Biggs. LPA discussed the purpose of the inspection with the licensee and assistant. FCCH hours of operation are Monday to Friday, morning session from 8:15AM to 11:30 AM, afternoon session is from 12:30 PM to 3:30 PM.

During the inspection, LPA and Assistant toured the inside and outside of the home. LPA observed 11 children under the care of licensee and assistant. The required licensing forms were posted at the wall of the day care area. FCCH is free of hazardous items. FCCH utilizes 2 areas in the home for day care activities. Bathroom is free of toxins. Licensee stated that she cares only for children 2.5 up to 6 years old. FCCH provides snacks but does not serve lunch, as children in the morning session stay only until 11:30 AM , and children for the afternoon session arrive at 12:30 pm and stay until 3:30 PM. LPA observed various educational and learning activity tools, toys and equipment.
Smoke and carbon monoxide detectors were tested and found functional. The regulation fire extinguisher was serviced on 12/28/2023.

LPA reviewed the facility file and found that the Pediatric CPR and First Aid certificate expires on 1/14/2025 while Mandated Reporter Training expires on 3/17/2024. LPA reminded the licensee that AB 1207 and CPR and First Aid should be renewed every two years.

The FCCH conducts and documents fire and disaster drill every month, and the last drill was conducted on 1/9 and 1/10/2024. Children's records were reviewed and found complete.

Licensee, Laurel Penk was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA also informed licensee, Laurel Penk the of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee, Laurel Penk was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE, Laurel Penk confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

During today's inspection, no deficiencies were cited under CCR Title 22 Division 12 and Health and Safety code.

A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
