25 | On 9/25/24, at 2:10 PM , Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Annual/Random Inspection the abovementioned Child Care Center (CCC). LPA met with Carla Ayala, Site Supervisor of the CCC and explained the purpose of the inspection. LPA, in the company of Site Supervisor toured the interior and exterior of the CCC. LPA notes 27 children are present, along with eight staff members providing care and supervision. The CCC operates from 6:30 AM to 5:00 PM, Monday - Friday. The CCC uses three classrooms for child care (Toddler Room A- ages 18 months to 3 years, Preschool Room B- ages 3 to 5 years and Preschool Room C- ages 3 to 5).
The classrooms used for child care are clean and organized. The classrooms have age appropriate toys and furnishings available for children in care. Further, the CCC has appropriate lighting and ventilation to support child care services. Each classroom of the CCC has carbon monoxide detectors. A carbon monoxide detector was tested in the Room B at 3:40 PM and found to be operable. Each classroom of the CCC has attached restrooms. LPA observed the restrooms to be in safe and sanitary operating condition. Disinfectants, cleaning solutions, sharps and medications are stored in elevated cabinets in each classroom. The location of each item mentioned is readily available to the CCC's staff members, but inaccessible to children in care.
LPA observed the CCC's menu posted along with other required licensing notices and documents near the entry walkway. The CCC provides breakfast, lunch and snacks for children in care. Meals are prepared on site. LPA observed an operable refrigerator in the CCC's kitchen which contained dated food items for children in care. The kitchen has hot water for the preparation of meals. The CCC's kitchen is inaccessible to children in care. The CCC has available filtered drinking water for children inside the CCC and outside in the play areas. CCCs constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined (CONT.809, Page 2).
