On December 17, 2024, Licensing Program Analysts (LPAs) Giovani Gonzalez and Elizabeth George conducted an unannounced Required - 3 Year inspection at the above-mentioned Child Care Center (CCC).
LPAs met with Director Vanni Rattanatray and informed them the purpose of the inspection. At the time of the inspection 28 children and 6 staff were present.

LPAs in the company of the director toured the interior and exterior of the CCC. LPAs observed required licensing documents to be posted near the entrance of the CCC. LPAs observed the facility to have a posted menu, which is also emailed to parents. LPAs observed the interior of the CCC to have sufficient space and ventilation for children in care. LPAs observed the CCC to be clean and free of hazards. LPAs observed sufficient restrooms for children and observed them to be clean and free of hazards. LPAs observed multiple smoke and carbon monoxide detectors and the director stated that they recently checked to ensure they are functioning.

LPAs observed the outdoor play yard to have sufficient space for children’s activities and to have plenty of shading for children as well. Director informed LPAs the CCC provides filtered water in cups or water bottles for children. LPAs observed the outdoor area to be completely enclosed and exit/entry ways to be secured. LPAs observed age-appropriate toys and equipment throughout the outdoor area. LPAs observed multiple sand boxes which were free of hazards. LPAs reminded Director it is their responsibility to ensure toys and equipment are in good condition. LPAs observed multiple storage areas that contained children's equipment and is free of hazards.

A sampling of children's files were reviewed and found to be current and complete. LPAs reviewed staff files which were also found to be complete. LPAs observed all staff to have a Mandated Reporter training certificate. LPAs observed multiple staff have a current Pediatric CPR/First Aid. LPAs reminded director it is their responsibility to ensure all staff have current training and certificates. LPAs observed sign in sheets to be filled out appropriately.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
