On January 15, 2026, Licensing Program Analyst (LPA) Elizabeth George conducted an unannounced inspection to deliver the findings regarding an investigation of the above-mentioned allegation. LPA met with Director, Vanni Rattanatray, and discussed the purpose of the inspection. At the time of inspection there were 24 children and 5 staff present.

The investigation included two unannounced inspections, observations, record reviews, and interviews with staff and parents of children currently and formerly in care.

Parent interviews indicated overall satisfaction with the care and supervision provided. Staff interviews confirmed that appropriate steps are taken to manage and redirect disruptive behavior. No evidence was found to corroborate the allegation.

The allegation is Unsubstantiated. Although it may have occurred or is valid, there is not a
preponderance of evidence to prove the alleged violation did or did not occur.

No deficiencies were cited. The facility remains in compliance with Title 22 regulations regarding supervision.

A Notice of Site Visit and Appeal Rights were provided to director. The Notice of Site Visit must remain posted for 30 days or a civil penalty of $100.00 may appeal.

Exit interview was conducted and report was reviewed with Director, Vanni Rattanatray.
