On May 9, 2024, Licensing Program Analyst (LPA) Rosie Breault conducted an announced Case Management inspection at the above aforementioned center to ensure that health, safety, and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 14 children present during this inspection. The licensee applied to decrease capacity to 29 preschoolers ages 2 years to entry into first grade. In addition, the licensee applied to change the name of the facility to “Betteravia Children’s Center” The facility operates Monday – Friday 7:15AM-5:30PM. This is a combination facility with an infant program.

LPA met with executive director Shannan Watkins and center director Staci Rich and together toured the facility. LPA measured the on-limits areas and classrooms. The facility has a total of 2 classrooms, preschoolers utilize classrooms #2 and classroom #4. Classroom #2 is split with the infant program (classroom #3). Children will have access to 6 sinks and 3 toilets.

Parents / authorized representatives utilize written logs for signing in and out purposes. LPA observed preschool classrooms to contain age-appropriate toys and equipment, ample ventilation, sufficient number of cots for napping and resting. LPA observed classroom #2 to be split with the infant program by a child proof barrier to prevent co-mingling. At the time of the inspection, LPA did not observe any toxins, poisons, or hazardous materials present, and LPA observed waste bins with tight fitting lids. The fire extinguisher was serviced on 1/2/2024, carbon monoxide detectors present at the time of the inspection, and first aid kits available. Per center director, no firearms or ammunition are present on the property.

Fire clearance was approved on 4/17/2024.

The outdoor play area consists of two areas separated by a gate. At the time of the inspection, turf was being installed on the second play area, no children were present. Executive director stated turf installation will be completed by end of day. LPA observed ample shade, soft padding to absorb falls, water readily accessible, sinks, and age-appropriate equipment. The preschool outdoor play area is separated from that of the infant program to prevent co-mingling. Per center director, no bodies of water are present on the property.

The total indoor measurements of classrooms contain 1,075.81 square feet, which will accommodate licensee’s request for 29 preschool children.

The outdoor total measurements contain a total of 7,829.50 square feet, which will accommodate licensee’s request for 29 preschool children.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

A Notice of Site Visit was given to the center director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

License pending approval.
