On 11/27/2024, at 12:21 PM, Licensing Program Analyst (LPA) Gigi Reyes conducted an unannounced annual inspection at the above Child Care Center (CCC). The purpose of the inspection was discussed with Director, Staci Rich who provided a tour of the facility. The CCC operates from Monday to Friday, 7:15 AM to 5:30 PM, CCC provides care to infant 0 to 24 months.

During the tour LPA observed the following: The CCC uses Classroom # 1 and the split classroom designated as Classroom # 3. Classroom #3 is split between preschool program (classroom #2). The changing tables in the infant's classrooms were observed to be within arm's reach of the sink. LPA observed 3 infants and 2 staff members in classroom # 1, and 5 infants playing in the outdoor yard under the supervision of 3 staff members. The classrooms were observed to be clean, organized and fully equipped with age-appropriate chairs, tables, toys, cots, crib, and activity materials.

The CCC had water available for children inside and outside the classroom supplied from filtered water system.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for


drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

A sampling of children and staff records were reviewed. Upon review of the infant's record, it was confirmed that the Infant Safe Sleep Plan (LIC 9227) form is fully completed. Infants Needs and Services plan indicates that it is updated quarterly. Records show that napping infants are checked and documented every 15 minutes. Teachers present have current Pediatric First Aid/CPR certificate that expires on 5/17/2025. All staff members have renewed the Mandated Reporter Training which expire on 8/18/2025. Staff members have completed Health Screening including the tuberculosis clearance. LPA verified SB 792 Child Care Adult Immunization and the educational qualification requirements of the staff members.

LPA observed that infant # 2 was napping in a cot with a blanket on. The Director and Teacher Shantell explained that the child is developmentally advanced, able to pull themselves up from the playpen as well as the child's ability to remove the blanket independently. However, since the child is below 12 months of age, the practice does not align with the regulations.

The director and teacher stated that they ensure compliance with safe sleep regulations . They plan to closely observe infant # 2 to monitor how frequently the infant pulls themselves out of the crib and their ability to remove the blanket independently If necessary, they will transition infant # 2 to the crib.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During today’s inspection, no deficiencies were cited under Title 22 Division 12. A technical violation was issued.

Notice of site visit was given and must remain posted for 30 days.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.
