On December 11, 2024 Licensing Program Analyst (LPA) Elizabeth George conducted an unannounced Required - 3 Year inspection at the above-mentioned Child Care Center (CCC). LPA met with Site Supervisor Alicia Cardenas and informed her of the purpose of the inspection. At the time of the inspection 13 children and 5 staff were present.

LPA in the company of the Site Supervisor toured the interior and exterior of the CCC. LPA observed required licensing forms to be posted on the wall near the entrance of the classroom. CCC utilizes 2 classrooms for child care purposes. LPA observed the classrooms to be clean and orderly. LPA observed age appropriate equipment in good condition. LPA observed cabinets to be secured with child locks. Site Supervisor informed LPA cleaning compounds are stored in the locked cabinets under the sink. LPA observed sufficient restrooms for children that are clean and free of hazards. The CCC provides water to children via drinking fountains located in each of the classrooms. Site Supervisor informed LPA that the smoke and carbon monoxide detectors are built into the FAU. LPA confirmed this with maintenance. LPA observed fire drills are being conducted and logged with the last fire drill 11/7/24. LPA observed a regulation fire extinguisher last serviced on 8/24/24. LPA reminded Site Supervisor to either service or purchase a regulation fire extinguisher annually.

LPA observed the outdoor play area to have sufficient space for children’s activities. Site Supervisor stated that the current outdoor play area was temporary as the new outdoor play area was going to be constructed outside the entrance door estimated around January/ February. LPA advised Site Supervisor to notify the department when construction was to begin. The CCC provides water to children outdoor via water jugs that are filled with a Brita Filter in classroom. LPA observed age appropriate equipment and toys.

A samplings of children's files were conducted. LPA observed all children's files to be current and complete. LPA reviewed files for the staff present which were found to be current and complete as well. LPA reminded Site Supervisor it is their responsibility to ensure staff files are complete and current.

LPA notes at least one staff member has current Pediatric CPR/First Aid Certification (expires 8/2026). LPA observed the sign in sheets to be filled out appropriately for the children present. LPA did not observe any bodies of water on site. There are no fire arms or ammunition on CCC site. Site Supervisor informed LPA that there is a police officer and fire academy on the other side of campus.

Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Site Supervisor was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were given during this inspection.

A notice of site visit was given and must remain posted for 30 days.
