13 | On 08/29/2024, Licensing Program Analyst (LPA) S. Mendoza-Ceja conducted an unannounced inspection at the home. LPA met with Licensee Felicia Mejia to discuss the purpose of the inspection, which was to conduct staff interviews and conclude the complaint initiated on 06/06/2024 by LPA G. Gonzalez. Upon arrival, LPA observed Licensee Felicia Mejia and her Assistant providing care to 15 children. At 3:01 PM, the capacity was reduced to 11 children.
The investigation included interviewing the complainant, Licensee, Assistant #1 and #2, parents of current and former daycare children, and other witnesses.
LPA interviewed the Licensee and her two Assistants, who denied ever spanking a child. Regarding a child who sustained an unexplained injury while in care, the Licensee stated that children are supervised while playing indoors and in the backyard. Some children might get hurt running or on the slide and continue to play without telling anyone they are hurt. Interviews with the Licensee and Assistants indicate they speak to the children and use time-outs of 1 minute per year of the child’s age.
