On 11/29/23 at 8:55 AM, Licensing Program Analysts (LPAs) German Negrete and Elvin Baddley conducted anannounced Prelicensing Inspection of the above-mentioned home and met with Applicant Beatriz Ramirez. LPAs informed Applicant of the nature and purpose of the inspection. LPAs observed that there are no children on site at the time of the inspection. Applicant informed LPAs of the intention to maintain operating hours of a Family Child Care Home (FCCH) from Monday- Saturday from 5:00 AM to 5:00PM. The Applicant also Informed LPAs of the intention to provide care for children 1 year old to 12 years of age.

LPA’s toured the interior and exterior of the home with the Applicant. The Applicant lives in a single story home. The home that consists of 3 bedroom, one (1) bathroom, living room, kitchen/dining area, garage, and outdoor yard. The Applicant will be using the living room and hallway bathroom when providing child care. Meanwhile the bedrooms, garage and outdoor yard will be inaccessible to children in care. In addition, the entire back home and outdoor yard will be inaccessible to children in care. Furthermore LPAs observed the bedrooms are made inaccessible by means of door safety knobs.

The FCCH has ample spacing and ventilation for children in care. LPAs observed plenty of napping
equipment and items for children in care. The restroom to be used for children care is observed to be clean
and free of toxins. LPA observed sharp items are stored in an elevated cabinet in the kitchen which is
inaccessible to children in care. Cleaning compounds were observed in another elevated cabinet in the
garage which is inaccessible to children in care. Medication in the home is stored in the garage, which are
also inaccessible to children in care.

LPAs observed a required fire extinguisher( 2A10BC) in the home which was purchased on 10/27/23. LPAs reminded Applicant of the responsibility to service or purchase a regulation fire extinguisher annually.
The home has a combination smoke/carbon monoxide detectors which were tested at 9:15 AM and found to be operable.

LPAs observe the outdoor yard to be completely fenced. Per Applicant, children will not have access to the
outdoor and the area will be excluded from care. Applicant reports that she would like to make changes to the outdoors before it is accessible to children in care. LPAs advised Applicant to notify CCLD and submit updated facility sketch prior to making changes to the outdoor yard. Once the yard is ready, Applicant understands that an inspection will take place prior to adding the outdoor yard as an area that is accessible for child care. LPAs notes no bodies of water were observed. Per Applicant, there are no guns or ammo in the home.

LPAs record review revealed Applicant completed Preventative Health training on 11/02/23. Further,
Applicant completed Mandated Reporter training on 8/19/23, and Pediatric CPR/First Aid (EMSA approved)
on 8/29/23. FCCH orientation was completed on 8/17/2023. LPAs reminded Applicant of obligation to maintain current training and certifications. Applicant rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC 9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149). Applicant does not have liability insurance for the home as of yet. LPAs provided Applicant with Affidavit Regarding Liability Insurance form (LIC 282).

LPAs reviewed with Applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes,
children’s forms/records, facility forms/records, and information to be posted.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

On this date, 9/25/23, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders CONT 809-C

LPAs discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep
webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPAs also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they
register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and
stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters. Furthermore CCLD will send providers other important information through different communication platform..

Exit interview was conducted with Applicant, Beatriz Ramirez. The home meets Title 22, Division 12 of CCR
requirements for a Small Family Child Care Home , thus a license is effective on the present, 11/29/23.
