On 6/27/24 at 10:15 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an announced Prelicense/Change of Location Inspection (Previous Facility Number:426216838) of the abovementioned residence and met with Licensee Cynthia Roullo LPA informed Licensee of the nature and purpose of the inspection. Licensee informed LPA of the intention to maintain operating hours of a Family Child Care Home (FCCH) from 7:30 AM--4:30 PM, Monday- Friday. Licensee also intends to care for children 0 years of age to 12 years of age. Licensee was informed changes in licensing hours and/or the ages of children supervised and cared for can be altered upon notifying CCLD of the given modifications and/or changes. LPA notes no children are on site at the time of the inspection.

LPA, in the company of Licensee, toured the interior and exterior of the residence, in its entirety. The residence is a two story home, consisting of five bedroom and three bathroom. The areas to be used for child care within the residence is the converted living/dining room ("playroom"), the first floor restroom and backyard, while the remainder of the home will be excluded from care. LPA notes children in care will travel through the kitchen and living room when using the restroom. LPA observed a safety gate at the base of the stairwell which makes the upper story of the residence inaccessible to children.

LPA observed a regulation fire extinguisher (2A10BC) in residence which was purchased on 11/14/23 (expiration 11/14/24). LPA reminded Applicant of the responsibility to service or purchase a regulation fire extinguisher annually. LPA observed combination smoke/carbon monoxide detectors throughout the re-sidence. A detector in the converted living room were tested at 11:10 AM, and found to be operable. The home also has a pull fire alarm in the converted living room. A fireplace is observed in the family room. The fire place is screened by a metal mesh covering and in an excluded portion of the residence.

The residence is observed to be orderly. The residence has spacing and ventilation for children in care and centralized heating with wall vents throughout. The restroom to be used for children care is observed to be clean and free of toxins. Cabinet drawers thought the home which contain hazardous items to children have safe devices. LPA notes sharps in the residence are located on elevated cabinet shelves in the kitchen area. Clean compounds are are located underneath the kitchen sink in a secure cabinet. Additionally, cleaning compounds were observed in a secure laundry room and in cabinets in the upper store. The aforementioned locations are in excluded areas of the residence. Medication is in the master bedroom which is in a exclude area of the residence. The residence has operating telephone service.

The residence's backyard is partition into two halves by a wooden fence to separate the area used for children care from the area for personal use. The backyard is enclosed by wooded fencing and the entry/exit gates are secured. LPA observed three sheds in the backyard area. All sheds contain household supplies. Licensee informed LPA Licensee would occasionally utilize neighboring parks for outdoor activities. LPA informed LIcensee of the importance of maintaining direct supervision of children in care when traveling outside the residence. LPA notes not bodies of water were observed on site. LPA did observe a dog at the residence. LPA review the vaccination records for the dog which are current.

LPA's record review revealed Licensee's Mandated Reporter training was completed on 1/17/24 (expiration 1/17/26), and Pediatric CPR/First Aid (EMSA approved) was completed on 3/13/25 (expiration 3/13/27). LPA reminded Applicant of obligation to maintain current training and certifications. The Licensee provided proof of control of property. Licensee informed LPA ammunition and firearms are on site. LPA observed storage of the aforementioned and notes each is store separately, secured and inaccessible to children.

The Licensee will no be providing Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep

LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls of infant devices or their purchased equipment.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.



On this date, 6/27/24, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

meets Title 22 Division 12 requirements of a Large FCCH License at this time. LPA notes a fire clearance was conducted on 6/25/24, by the Santa Barbara County Fire Department. As such, Licensee is granted licensure for a Large FCCH with a capacity of 14, with an effective date 6/27/24.
