On 3/26/2024 at 1 pm, Licensing Program Analyst (LPA) Manel Estoesta conducted an Unannounced Annual Random Visit. LPA met with the Director Tania Trejo and explained the nature of the site visit. Present on this visit were 6 infant children, 25 toddlers and 18 staff members. Facility operates from Monday to Friday, 7 AM and 6 PM.

The facility is a combination center which has a Preschool component/program on site. The facility has shared office space, food-preparation space, storage space and any other general-purpose space.

LPA toured the facility to conduct a health and safety inspection with the Director. The child care center is clean, safe, sanitary and in good repair. The Infant Program operates on Infant Room one (1) and Toddler Room one (1) and two (2). The Infant Room and the Toddler Rooms are physically separated from the areas used by the preschool age children.

At 1:30 pm, LPA observed the following;
1. LPA observed napping infant in the crib and 5 infants doing an activity with 2 Infant Teachers in the Infant Room. 13 napping toddlers with 2 Teachers in Toddler 1 Room and 12 napping toddlers in Toddler two (2) Room.
2. Furniture and equipment such as cribs, mats, feeding chairs, and changing tables were in sanitary, safe and functioning condition, free of sharp, loose, or pointed parts.
3. There were no bodies of water.
4. Director stated that facility does not possess nor store any weapons on the premises.
5. Disinfectants, cleaning solutions, sharps, and other items that are dangerous to infants were stored inaccessible.
6. Infant changing tables were located within arm’s reach of a sink.

7. There were no baby walkers observed.
8. The Toddler Rooms has an outdoor activity space is fenced and play equipment were maintained in a safe condition and free of hazards. The Infant Room One (1) has an indoor activity space that is equipped with a variety of age-appropriate washable toys and equipment.
9. LPA observed that bottles and containers of food brought into the facility by the infant's authorized representative were individually labeled with the infant's name and current date.
10. LPA observed a fire extinguisher, Emergency Bag that has a First Aid Kit and Children's Emergency Contact Information, and smoke and carbon monoxide detectors.
11. Sleep or Napping Log, Bottle feeding, Diaper Changing Logs and "Name to Face" sign in and out sheets on each room.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
