Licensing Program Analyst (LPA) Ashley Lopez met with Joy Yap, Director, for an unannounced Required - 1 Year inspection. LPA toured the indoor and outdoor areas of the facility with the director during today's inspection. LPA observed the required posted materials, including the Facility License, Emergency Disaster Plan (LIC 610), Earthquake Preparedness Checklist (LIC 9148), Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A), and Activity Schedule. Days and hours of operation are Monday through Friday 8:00am - 6:00pm. The facility is licensed to serve a maximum of 60 of children, ages 2 1/2 to 6 years old in classrooms, Room 1 and Room 2.

LPA reviewed 10 children’s and 4 staff files during today's inspection. Children’s Records were reviewed for completeness and Inspection of required forms was made. In review of children’s records, files contain information including: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary. All staff files reviewed contain the required transcripts/verification of experience/immunization records, and Health Screening Report. LPA observed that not all staff records reviewed had current certificates of completion of the Mandated Reporter Training for Child Care Providers on file. All staff records reviewed had current CPR and First Aid certifications on file. Director understands that there shall be at least one person, with valid CPR and First Aid certifications, on site at all times or present during off-site activities.

LPA observed that the teacher/child ratio was in compliance during today's inspection. The director understands the conditions, limitations, and capacity specifications of the Facility license. Director understands that children shall be visually supervised at all times. The facility has a waiver for a shared bathroom, the elementary school on the same site has access to the bathroom. The director states the preschool and elementary do not commingle, and both preschool classrooms have their own bathrooms. If a child becomes ill during the day, they shall be isolated in the director’s office area and are able to use the staff bathroom.

LPA observed that the facility is clean, safe, sanitary, and in good repair for children, staff, and visitors. Director states that the facility has a third-party cleaning service that cleans the facility Monday through Friday in the evenings. Director understands that the facility must be kept free of flies and other insects & rodents. LPA observed that all furniture and equipment is in good condition and safe for the children. Children's bathrooms are clean, sanitary, and operable. There is a separate staff bathroom not utilized by the children. The facility has adequate lighting and heating/air conditioning in both rooms. Director states that there are no weapons or firearms on the premises. LPA observed a fully charged 4-A-80-BC fire extinguisher in each classroom. The facility has a central smoke/carbon monoxide detectors throughout the school and in each classroom. The facility's last fire drill was conducted on 8/30/23.

Drinking water is readily available for the children from water gallons that are provided through a water delivery service. In the outdoor playground area children bring their reusable water bottler or they are provided with a disposable cup, and water is provided from the classroom water gallon. The director states the facility only uses the water faucets to wash hands, they do not use them for drinking water or for food preparation. Storage areas are clean, free of litter & rubbish, and free of rodents and other vermin. All food and beverages that require refrigeration are stored in covered containers at 45 degrees F or less. The children bring their lunches from home. The director states that the facility designates a child daily to be "snack manager", to bring snacks for all the children, parents are given strict guidelines to follow to ensure the food is safe for the children with allergies. The facility has trash cans with tight fitting lids for solid waste in each room. Cleaning supplies are stored in high cupboards and inaccessible to the children. LPA observed a complete First Aid kit.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. There are medications at the facility that are individually stored on an inaccessible shelf in a locked container. Medications are individually labeled with child's name and information.

The playground area utilized by children is surrounded by appropriate fencing and the outdoor surfaces are safe for the children. LPA observed that the outdoor equipment is age appropriate and in good condition. Shade for the children is provided by trees. There is sufficient resilient materials (tanbark and wood chips) in the outdoor playground area. LPA did not observe any bodies of water.

Director, Joy, was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
