On Monday, March 20, 2023 11:38 AM, Licensing Program Analyst (LPA) Sidney Cortez delivered the findings of the complaint. On arrival, there were 79 children and 21 teaching staff present, the site director Henry Lam and 2 administrative staff. LPA Cortez reviewed files, and videos, and toured the facility with the director and confirmed the census and teacher counts. The center is in ratio today.

LPA Cortez obtained copies of the facility's Children's Roster, and Staff Roster. Based on the interviews conducted, file review, video footage and observation, the allegation regarding Personal Rights Violation may have happened or is valid, but there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore, the allegation is UNSUBSTANTIATED.

A notice of site visit was given and must remain posted for 30 days.
Appeal Rights were given and discussed. An exit interview was conducted
