On August 9, 2023 at 9:15 AM, Licensing Program Analyst (LPA) Elimika Woods delivered the findings of the above complaint investigation to the facility representatives Tarie Lang and Lori Reeser. Upon arrival LPA was allowed in by the facility representatives. There were 54 preschool children present and nine additional staff members during todays visit.

Based on the interviews and observations conducted, this agency has investigated the complaint that staff engaged in inappropriate interactions with daycare children and the LPA determined that the complaint was UNSUBSTANTIATED, meaning , Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is UNSUBSTANTIATED.

Exit interview conducted with the facility representatives,Tarie Lang and Lori Reeser, appeal rights and Notice of Site Visit was provided and must remain posted for a period of 30 days.

On August 9, 2023 at 9:15 AM, Licensing Program Analyst (LPA) Elimika Woods delivered the findings of the above complaint investigation to the facility representatives Tarie Lang and Lori Reeser. Upon arrival LPA was allowed in by the facility representatives. There were 54 preschool children present and nine additional staff members during todays visit.

Based on the interviews and observations conducted, this agency has investigated the complaint that staff spoke inappropriately to daycare children and based on staff interviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, (Title 22, Division 12 & Chapter 1), is being cited on the attached LIC. 9099D.

NOTICE OF SITE VISIT WAS ISSUED AND MUST REMAIN POSTED FOR 30 DAYS.

Facility director will have the enitre staff watch the video on children’s personal rights on the CCL website (www.ccld.ca.gov) and provide a summary statement of the video. The director will also have a staff meeting and discuss personal rights and provide a summary to the LPA by mail, email, or fax no later than 8/30/23.

physical functioning. This requirement was not met as evidenced by interview: A staff member was speaking in an inappropriate way to a child in care. CCL regulations state that children have personal rights, and those rights include to be treated with dignity in his/her personal relationship with staff and other persons, and to be free of mental abuse. This poses an immediate health risk to the Personal Rights of children in care.

Failure to correct will result in a $100 per day civil penalty until corrected. Repeat violations are $250 per violation and $100 per day until corrected.
