On 12/02/2021 at 8:45am Licensing Program Analyst (LPA) Sabina Dodoo met with Child Care Center Directors Janessa Granillo and Mallory Brown for an UNANNOUCED ANNUAL REQUIRED INSPECTION. Present for the inspection were 6 teachers who are all fingerprint cleared and associated. The total children enrolled are 24 and the census was 19 at the time of the inspection. The classrooms are within ratio. LPA(Sabina) provided licensee a copy of form LIC 125. The Child Care Center was toured to conduct a Health and Safety Inspection. The center currently operates Monday through Friday from 8:15 am to 5pm.

The Child Care Center is a single-story building consisting of 4 different areas. There is Dramatic Play Area, Building Area, Nap Area, and Library Area. There are chairs and tables equipped for children. There are handwashing stations with soap, water and paper towels for the children outside. LPA (Dodoo) observed the classrooms to be neat with proper ventilation and materials equipped to care for the children. The director has the parents meet at the front gate by the front play area to sign in and out on paper and do temperature check of the children. LPA (Sabina) observed the bulletin board (parent’s rights, emergency disaster plan, earthquake drills and facility license). The play yard area is fenced with a play structure and soft rubber tanbark is located around the play structure to help absorb falls. The children are supervised at all times when playing outside. The classrooms are equipped with learning materials appropriate for the children in the school age program such as: arts and crafts, science, books, and building blocks. There is a couch next to the book shelves that serve as a lounging area where children can have relaxation time. The center also provides sleeping mats with the crib sheets for each child. The crib sheets are washed everyday in the laundry room located inside the facility.

The OFF-LIMIT AREAS are the office, staff bathroom, and the kitchen area.

The ON-LIMIT AREAS are the play yard which is fenced with a gate that opens outward and all the 4 different indoor activity areas. The classrooms have safe furniture appropriate for children. The trash bins are covered with a lid (except for the children’s bathroom) and any the sharp objects (knives, scissors) are kept out of reach from the children. All the disinfectants and cleaning solutions are stored in the top cabinets, so the children do not have access to them. The children are provided snacks which the teachers prepare on their own. LPA(Dodoo) observed snacks with milk in a jug, fruit, and cereal prepared for the children on a tray in the outdoor area. The children bring water and lunch from home. The teachers refill the water bottles for the children throughout the day. If children are hungry there are more snacks available for them to eat. The water bottles and lunch bags have the children’s names on them. The children have cubbies with their names on them and their art cubbies outside are also labeled with their names. IMS (Incidental medical services) are not provided by the center at this time.

All hazardous materials and toxins are kept out of reach from children and are not accessible. The Child Care Center has a fully charged fire extinguisher 3A-40-BC, working smoke detector, working carbon monoxide, telephone and fully stocked first aid kits. The furniture around the classroom is child proof and the toys are stored in safety bins that can be easily accessed by the children.
The Directors/Licensees have completed the Health and Safety training, CPR/First Aid is current. The Directors/Licensees are following the immunization laws and have completed the mandated reporter training. The director conducts and documents fire and disaster drills twice a year and the last conducted drill was on 09/30/2021. All required forms are posted and visible for public view.

At 10:30am LPA (Sabina Dodoo) reviewed 8 children’s files and 6 staff files, and documented them on LIC 857 and LIC 859. There is a current roster available for review and copy obtained. The staff interview was completed with the Center Director Janessa Granillo.

Incidental Medical Services (IMS) policy was discussed. This facility does not provide any IMS to children at this time. Licensee was reminded that all adults 18 and over working in Child Care Center, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded of the responsibility as a mandated reporter and the trainings must be done once every two years as well as CPR/First Aid needs to be renewed every two years and must be EMSA approved. LPA also encouraged licensee to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates, as well as all forms can be downloaded. For licensing updates and Quarterly Child Care Distribution email, email childcareadvocatesprogram@dss.ca.gov and ask to be added to the email list.

Effective August 1, 2003 California Law requires Child Care licensees to report unusual incidents or injuries to children in care to child’s parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours to the regional office by phone and the written report, LIC 624 within 7 business days.

There was a Technical Assistant Violation (TA) given today for the missing tightfitting lid on the trash bin in the children’s bathroom( Per Child Care Regulation 101239 (f)(1): (f) Solid waste shall be stored, located and disposed of in a manner that will not transmit communicable diseases or odors, create a nuisance, or provide a breeding place or food source for insects or rodents. (1) All containers used for storage of solid wastes, including moveable bins, shall have a tightfitting cover that is kept on; shall be in good repair; and shall be leakproof and rodent-proof.) This violation was corrected during the inspection and LPA observed the Director place a trash bin with a tightfitting lid in the children’s bathroom.

A notice of site visit was given and must remain posted for 30 days. Exit Interview and staff interview was conducted with Director (Granillo) at 1:30pm. This report shall remain on file for the next 3 years.
