Licensing Program Analysts (LPAs) Jennifer "Jen" Beehler and Marilou Monico conducted an unannounced complaint investigation and met with Danna Osborn, Site Director. Purpose of today's inspection was explained to Director Osborn.

LPAs toured the exterior part of the facility and observed and measured the gate that encloses the playground area. The fence surrounding the playground was over four feet, however the gate was shorter than 4 feet.

Based on the available evidence, the preponderance of evidence standard has been met, therefore the above allegation is SUBSTANTIATED.

California Code of Regulations (Title 22, Division 12) are being cited on attached LIC9099-D.

Outdoor Activity Space: The playground shall be enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence shall be at least four feet high.

Site Director Danna Osborn stated she is going to replace the gate with a security gate that is more than 4ft by August 26, 2024. She will send a photo to licensing when this is completed.

LPAs observed the fence surrounding the playground was over 4 feet, however the gate was shorter than 4 feet. This posses a potential risk to the health, safety and personal rights of children in care.
