On 2/12/2026, Licensing Program Analyst (LPA) Andy Yang conducted an unannounced complaint investigation. LPA met with Director, Elda Liu, to deliver the complaint allegations listed above. Present for today’s investigation were Director, (1) aide, and (12) children. LPA toured the indoor and outdoor areas of the facility.

LPA conducted interviews with staff, director, neighbors and parents, and reviewed records received.

It was reported that on 1/26/2026, an unknown child was left unattended due to a child was screaming in the backyard for 10 minutes, a child was restrained in a chair, and a child was yelled at by staff. Based on the result of the investigation, there were no indications that a child was left unattended without supervision by the director, a child was inappropriately restrained, and a child was yelled at by a staff which violates the personal rights of children in care.
