Licensing Program Analyst (LPA), Farida Raja conducted an unannounced complaint visit to deliver investigation findings for the above allegations. LPA met with Direcotor, Loc Kerwin, and explained the purpose of today's visit.

On July 31, 2023, the department received a complaint alleging the facility did not meet the child’s needs. On August 2, 2023, LPAs Raja and Monico conducted an unannounced initial visit and interviewed 5 staff including Director. LPAs obtained copies of children’s roster and other relevant records. Based on interviews, 5 out of 5 staff stated that children are constantly supervised both indoors and outdoors and are comforted by staff when they are upset. Teachers stated that they communicate with each other to meet the needs of the children in care.

LPA received a 16-second video showing child (C1) crying at the fence. A teacher is present behind C1.

On 07/26/2023, Notification of Termination letter was provided for child (C1). C1 stopped attending as of 07/26/2023.

On August 14, 2023, LPA contacted parents by phone and conducted interviews. All parents interviewed stated that the teachers meet the needs of the children. They comfort children when they are upset and help them calm down. Staff communicate with parents about their child’s needs and activities on a daily basis.

Based on LPA observations during site visits, and staff and parent interviews, it is concluded that although the allegation listed above may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. The allegations are thus UNSUBSTANTIATED.

A NOTICE OF SITE VISIT WAS ISSUED AND MUST REMAIN POSTED FOR 30 CONSECUTIVE DAYS.
