On 3/22/24, Licensing Program Analysts (LPAs), Janette Cruz and Harsimran Kaur conducted an announced Pre-Licensing inspection and met with Jian Deng, Applicant. The purpose of the visit was an announced pre-licensing inspection to add an infant program. The facility has an existing preschool program Facility # 434415723 with a capacity of 60 preschool children which will be converted to a single license upon completion of the inspection process. Applicant is requesting to be licensed for 48
preschoolers (ages 2 years to entry to kindergarten) in classrooms 2, 3 and multipurpose room (used as classroom space); and 9 infants (ages 12-24 months) in classroom (1). Hours of operation will be Mondays to Fridays 8am to 6PM. Fire clearance was granted on 03/07/24.

All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. A fully equipped first aid kit is located in the infant classroom. There is an operational carbon monoxide detector on site located on ceiling of the infant classroom. All required licensing documents were observed posted near the facility office. Children will be signed in and out electronically .

LPAs continued to tour the facility and measured all indoor and outdoor activity space.

Infant Classroom measurements are:

The Indoor total measurements contain a total of {334.33} square feet, which will accommodate Applicant’s request for 9 infants.

Infant Outdoor Play measurements are:

Outdoor total measurements contain a total of {521.92} square feet, which will not accommodate Applicant’s request for 9 infants.

A playground waiver for scheduled playground use due to limited square footage shall be submitted and must be approved prior to licensure.

LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. LPAs observed 12 cots, 12 cubbies, and 12 chairs. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via water dispensers refilled from facility kitchen's filtered water faucet. LPAs observed all hazardous items to be inaccessible to children. When medications are on site, Applicant stated that they will be in locked boxes and high cabinets inside the classrooms. There are no bodies of water or weapons on the property.


LPAs observed no feeding chairs available for infants. The changing table did not have the required at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Sleep logs are kept in the infants room. Infant's Needs and Services Plans are kept in children's file by the facility office.


The infant room(s) have at least one potty chair or toilet for every five infants. The isolation area for children who are ill will be the at the facility office.

Lunch will be provided by parents but facility offers hot lunch option. The kitchen area currently includes fridge and microwave. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Kitchen is off limit area to children.

The facility currently has a fully fenced playground area for infants and preschool children. Fencing is at least four feet high. Shade is provided via a canopy. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There are age appropriate climbing structure on the infant yard. There is adequate cushioning in fall zones provided by artificial grass. Drinking water is available via water bottles to be labeled for each child. LPAs observed all hazardous items on the playground(s) to be inaccessible to children. Applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

Due to conversion to single license, LPAs re-evaluated preschool outdoor and indoor space.

The total square footage for all the outdoor activity space for the preschool is (4230.77), which is sufficient to accommodate the requested capacity of 48.

The total square footage for all the indoor activity space for the preschool is (2236.05), which is sufficient to accommodate the requested capacity of 48.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following corrections are needed prior to the issuance of the license:
1. Submit waiver for scheduled infant playground use.
2. proof of available infant feeding chairs
3. proof of changing table's 1" padding ,washable and moisture resistant
