Licensing Program Analyst (LPA) Shine Yu conducted an unannounced Complaint investigation and delivered the findings. LPA met with center director, Jian Deng (D1).

It was alleged that children are commingled with Heritage (school age) program children at drop off and lunch time.

On 8/05/2025, LPA conducted an initial complaint investigation and reviewed supporting documentation. LPA interviewed D1, staff, children and toured the facility.

On 10/03/25, LPA conducted subsequent investigation and interviewed D1 and staff. D1 stated that the lunch hour is 11:30 am for preschool children and 12 pm for the school age children at playground tables. D1 stated parents dropped off and picked up children at multipurpose room. LPA stated the multipurpose room is licensed for use of daycare.

Additionally based on the previous interviews, staff stated children who just transitioned out of infant group, sometimes would come by and hang out in the infant room. D1 had advised staff not to commingle children together, since they had transitioned to preschool class.

Throughout the investigation process, it was found the allegation is SUBSTANTIATED; based on interviews, observations, and information gathered by LPA. A finding that is SUBSTANTIATED means the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED.

As a result, one type B deficiency was cited on the following page and copy of Appeal Rights was given.

Exit interview conducted in Mandarin with center director, Jian Deng. A notice of site visit was issued and must remain posted for 30 days.

This is an amended report which supersedes the report delivered on 10/03/2025.

Licensing Program Analyst (LPA) Shine Yu conducted an unannounced Complaint investigation and delivered the findings. LPA met with center director, Jian Deng (D1).

It was alleged that staff handled children in rough manner and staff yelled at day care center.

On 8/05/2025, LPA conducted an initial complaint investigation and reviewed supporting documentation. LPA interviewed D1, staff, children and toured the facility.

On 9/12/25, 10/02/25, and on 10/03/25, LPA conducted interviews with staff, parents and children. Based on interviews conducted, 1 out of 3 staff who were interviewed stated they heard staff using loud voice at another staff in another room. Staff did not visually observe the incident and did not confirm if children were present in the room. Staff stated that they have not seen any of the staff handle any of the children in a rough manner.

LPA interviewed parents whose children currently enrolled at the center. Parents stated they have not observed the staff handling their children in rough manner.

D1 stated she might discuss issues with staff in a hurried and direct manner, but denied yelling at staff.

Children stated that they like school and teachers. 1 out of 4 children who were interviewed stated teacher raised their voice when children did not listen. Children stated they are not sure whether teacher is yelling or speaking louder. Children stated their teachers do not grab them and only speak to them when they are not listening.

Throughout the investigation process, it was found the allegation is UNSUBSTANTIATED; based on interviews, observations, and information gathered by LPA. A finding that is UNSUBSTANTIATED means although the allegation may have happened or is valid, the preponderance of evidence does not prove it.

Exit interview conducted in Mandarin with center director, Jian Deng. A copy of Appeal Rights was given.
A notice of site visit was issued and must remain posted for 30 days.
