Licensing Program Analysts (LPA), Stephanie Collins met with Administer Vamadevan Namboodir and Sujatha Namboodire, and informed both of the nature of the inspection, Pre-licensing inspection at 10041 North Blaney Ave Cupertino, CA. 95014 licensee is applying for a license to operate a second Preschool Center at the for mentioned address. The requested capacity is 50 preschool children ages 2 to 6 years of age . Vidyarambh Preschool is also licensed to operate a preschool facility next-door at 20015 Stevens Creek Boulevard Cupertino CA 95014 (#4344162284 Inf and 4344162283 PS). The Facility hours are M-F from 8:00 A M to 6:30 P M in Rooms 1 (Narmada Rm) and 2 (Kaveri Rm) A Fire Clearance was granted on 09/07/2020 by Santa Clara Fire Department. LPA notes that Vidyarambh Heritage program (Licensed by the Department of Education) is on the same premise. Heritage program will utilize Room# 2 from 1:30 PM 6: 30 PM. Sujatha understands that both the Heritage and preschool programs are separate programs and that the children cannot be commingled when both programs are in operation. A schedule will be submitted to licensing office. LPA inspected the indoor and outdoor areas of the facility to determine the maximum capacity that meets the requirement of 35 square feet of indoor activity space per child and 75 square feet of outdoor activity space per child. The following measurement were observed .

Total Preschool Outdoor Activity Space = (7,595.32 sq. ft.) divided by (75 sq. ft. / child) = 101. Children ( outdoor rest rooms for the children’s’ use )

There is a separate staff restroom in the entry of preschool that will also be used by children who becomes ill. Sick children will be isolated in the Director's / staffs office area and isolation equipment will be provided. Medication will be stored in the cabinets inaccessible to children. LPA observed fully stocked first-aid supply bags in each classroom locations were accessible to staff but inaccessible to children.

Meals will be provided by the facility; Breakfast, A M snack, Lunch, P M Snack and late snack. Meals and snacks will be prepared in the on-site kitchen at the center. Meals can be stored, refrigerated, and heated as needed until served to the children. The kitchen is equipped with stove, oven, hot and cold running water, refrigerator, and dishwasher. LPA observed trash cans with tight fitting covers for the disposal of solid waste. Floors of all rooms have surfaces that are safe and clean. Furniture and equipment were maintained in good condition, free of shape, loose or pointed parts. LPA observed toys, furniture, and equipment such as tables, chairs, mats, etc. Table and chairs were provided to meet the needs of the children. All play equipment and materials used by children was age appropriate. Drinking water from a non-contaminating fixture or container shall be readily available both indoors and out.


LPA observed functioning smoke and carbon monoxide detectors as part of the fire alarm and fire sprinkler system. A fully charged fire extinguishers was observed in each room. The facility staff will clean toys and equipment daily with cleaning wipes and solutions that will be kept inaccessible to children.

The Preschool playground is enclosed by fencing. There is a Garden, play structures and a sand area; this sand area shall be inspected daily and kept free of hazardous foreign material [CCR 101238.2 (f)]. LPA observed areas around and under climbing structures have material that absorbs fall. Shade is provided by canopies, and buildings overhang. The center will not provide transportation. There is a working telephone which is (408) 444-5019.
This facility plans to provide Incidental Medical Services – IMS. Facility had submitted a Plan of Operation that includes IMS to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.A review of staff records indicates that Site Director has received criminal background and child abuse index clearance and is associated to this facility. Director Director is reminded of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who come in contact with or provide care and supervision to the children. Penalty amounts: $100.00 per person per day, minimum of $100.00 to a maximum of $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent violation within a 12-month period. Director is reminded of the following; Baby walkers shall not be allowed on the premises of a childcare center in accordance with Health and Safety code Sections 1596.
