LPAs met with Director Catrina Kalesh and Assistant Director Linda and explained the reason for the inspection. The purpose of this inspection is Applicant is applying for a preschool license for a capacity of 66 children, ages 2 to 5 years old. A fire clearance was granted on 08/04/2023. The hours of operation are Monday through Friday 7:30AM to 5:30PM. Director stated that required posting will be placed by the sign-in/out sheets in the Large Group Room. Measurements were conducted during today's inspection. Total Outdoor Space Measurement: 8,451.976 divided by 75 = 112 children

Yard 2 is currently under renovation and they will not being using it. Director stated that they will only being using Yard 1. Director understands that they cannot go over the capacity for Yard 1. Director stated that she will notify Licensing once renovation is completed. She also understands that Yard 2 cannot be used until it has been approved by Licensing.

Room 3 is currently being used as storage and staff room. Director understands that she needs to notify Licensing prior to them using the room for a final inspection. There are 91 chairs, 10 tables, 50 cubbies, 54 cots, 6 sinks, 4 toilets, and 1 urinal. There is only cold running water in the sinks. There are toys for children. All equipment and furniture are age appropriate. Facility also has a half day program. Director understands that each child who naps needs to have their own cot. Facility will be using the office as an isolation area for sick children and the toilet and sink in the Toddler Room. There is a fully charged fire extinguisher, smoke detector, and carbon monoxide detector. Director stated that there are no weapons, such as firearms, stored on the premise. There are first aid kits, which has all the required items.

The outdoor space is fenced. LPAs discussed with the Director about supervision when children are going to Yard 1. Shaded rest area is provided through trees. There were no bodies of water observed during today's inspection. Areas around play structure and swings have resilient material. LPAs observed that tan bark around the swings and play structure is low and does not have enough to resilient material. LPA discussed with Director about cleaning the play structure prior to children starting.

All meals and snacks are prepared and brought from home. Drinking water inside is provided through individual water bottles, plastic water bottles, water filter pitcher, and water fountains. Drinking water outside is provided through individual water bottles, plastic water bottles, and water filter pitchers. LPA reminded Director that they have 180 days from licensure to complete lead testing.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with facility representative the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

There are no staff associated to the facility roster. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

LPA obtained a copy of the updated parent handbook, permission letter for temporary relocation site for the elementary school, updated bylaws, Plan of Providing Incidental Medical Services, staff handbook, and admission agreement.

Exit interview conducted and report was reviewed with the facility representative, Catrina Kalesh. LPA advised Catrina that upon approval of Licensing Management, a license for a preschool center license will be granted and issued to Applicant and completion of the following:
- additional tan bark is installed
- AC unit is covered
- additional cubbies, hooks, or basket for children's belongings
- fingerprints transferred to facility
- required postings are posted
