25 | Licensing Program Analyst (LPA) Samantha Yip conducted an unannounced Case Management-Other inspection. LPA met with Director Gina and Licensee Li-Fan "Lily" Mock and explained the reason for the inspection. The purpose of this inspection is to discuss fingerprint clearance for staff.
During today's inspection, LPA observed that S-1 and S-2 were present at the center. S-1 and S-2 have cleared criminal record and child abuse index. Their fingerprints are associated to Licensee's other facility (facility #434415153); however, not associated to this facility. Facility transferred S-1 and S-2 fingerprints during today's inspection. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA observed that there were 22 toddlers. LPA reviewed the pre-licensing inspection; facility was licensed for 28 toddlers children. LPA discussed with Licensee that the maximum group size for toddlers is 12 toddler with one fully qualified teacher and one aide. LPA also discussed that the groups need to be physically separated. LPA discussed with Licensee about submitting capacity reduction.
Facility will submit the following by 07/05/2024:

- updated LIC 999
