Staff not providing a safe environment for daycare children

Licensing Program Analyst (LPA) Shine Yu conducted an unannounced complaint investigation to deliver the findings. LPA met with center director, Mercedes Mendoza. Present during investigation were 10 staff and 31 children, including 4 under 2 years old.

It was alleged that there is a dog brought into the facility that is disruptive and constantly barks at daycare children, causing some children to be afraid.

On 11/24/2025, LPA conducted an initial complaint investigation and reviewed supporting documentation. LPA interviewed director and 2 staff, and toured facility.
During investigation and interview, the director stated she brought her dog to school on 11/20/2025 for children classroom circle time. The staff stated they observed the dog barked in an exciting and playful way, not in an aggressive or attacking way.

On 01/02/2026, LPA conducted interviews with 5 parents. 2 out of 5 parents who responded stated they have no concern of children’s circle time activity with the dog at school.

On 01/06/2026, LPA conducted an unannounced complaint investigation to deliver the findings and interviewed with 2 children. The children stated they like to play with dog in the classroom.

Based on LPA’s observations, interviews, and records review, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is UNSUBSTANTIATED.

Exit interview conducted and copy of this report was reviewed with the center director, Mercedes Mendoza. A copy of Appeal Rights was given.
