Licensing Program Analyst (LPA) Shine Yu conducted an unannounced complaint investigation to deliver the finding. LPA met with center director, Mercedes Mendoza.

It was alleged that facility commingled toddlers and preschools children.

On 03/05/2026, LPA and Licensing Program Manager (LPM) Gladys Kuizon conducted a complaint investigation and obtained children roster and school activities calendar. LPA/LPM interviewed director and staff, and toured the facility. Based on the interviews, the director is aware that toddlers and preschoolers are not to be combined. The school has Shabbat service on Friday mornings, some parents and siblings attend the service together. Based on interviews, children are either seated with their parents or seated with their respective teachers and class. The school also had preannounced special school wide programs (i.e. Purim parade) which all parents and staff were aware of the planned events. All staff interviewed stated they observed no mixing age group including during lunch, except planned school wide events.

During unannounced inspections on 03/05/2026 and 03/17/2026, LPA observed no commingling of toddler and preschool children. LPA/LPM did not have further information from the reporting party.

Based on LPA/LPM’s observations and interviews, although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegations are UNSUBSTANTIATED.

Exit interview conducted and copy of this report was reviewed with the center director, Mercedes Mendoza. A copy of Appeal Rights was given.
