On 12/06/2021, Licensing Program Analyst (LPA) Melanie Otsuji met with Master Teacher/Administrator, Tom Gannon for an UNANNOUNCED REQUIRED - 1 YEAR INSPECTION. Present for this inspection are 4 staff members, including the Director, and 20 preschool aged children. Facility operating hours are Monday - Friday 7:45AM - 4:45PM. The facility was toured to conduct a health and safety inspection.

At 9:40AM LPA toured the facility classrooms. The facility operates in three classrooms at this time: Big Room, Little Room and Art Studio. The classrooms are tidy and clean with heating and ventilation for safety and comfort. There are safe age-appropriate toys and learning materials available to children throughout the classrooms. All hazardous materials and toxins including disinfectants and cleaning solutions were observed to be made inaccessible to children during today's inspection. Furniture accessible to children was observed to be age-appropriate, in operable condition, and free of loose, sharp, or pointed parts.

The food preparation area is free of litter, garbage, and evidence of rodents or other vermin during this inspection. Facility is currently requesting children bring AM/PM snacks and lunch from home due to the COVID-19 Pandemic. Director stated that back ups are on site should a child forget their food at home. Snack food is protected from contamination and, per staff, contaminated food is discarded immediately. Solid waste storage vessels (garbage cans) have tight fitting covers. Uncontaminated drinking water is available to children inside the facility. Toilets and sinks were found to be in operable condition. LPA observed adequate amounts of paper towels and hand soap available to children in the bathrooms during today's inspection. No cleaning supplies were observed to be accessible to children during today's inspection.

LPA toured the outdoor play area. All play equipment was observed to be operable and age-appropriate during this inspection. Areas around swings, slides, and high climbing equipment have cushioning material to absorb falls. Uncontaminated drinking water is available to children in the outdoor area. There are no pools, hot tubs, ponds, or any other bodies of water accessible to children during today's inspection.

Facility is currently utilizing an electronic sign in/out software. LPA reviewed the children signed in/signed out for each classroom. LPA observed a total of 20 signatures out of 20 children present in the facility during today's inspection.

The facility has a fully charged fire extinguisher and working telephone. Carbon monoxide detectors were tested and are functional at this time. Disaster drills are being conducted at least once every 6 months, and the log indicates the last fire drill was documented on 8/19/2021. At least one staff member has current CPR/1st Aid certificate and all staff have Mandated Reporter Training certificates. The facility is in ratio today, with one teacher supervising no more than 12 children. 10 children's files and 4 staff files were reviewed for proper documentation. All required forms are posted in public view, including menus. Facility roster was obtained. Fully stocked first aid kids are present in each facility classroom at this time.

This facility provides Incidental Medical Services - IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children's, personnel, and administrative records. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The Department has implemented a new software system called Guardian, and it is encouraged to set up an account. This will enable you to perform associations/disassociations, initiate background checks, check clearances, and print and download rosters without having to contact an analyst. Director was reminded that California Law requires licensed Child Care Centers to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services. Call the office within 24 hours at (510) 622-2602 and submit the Unusual Incident/Injury Report (LIC 624) within 7 days. You may submit the form via fax at (510) 622-2641, email at CCLOaklandSouthChildCare@dss.ca.gov, or physical mail. LPA informed the Director that all forms can be downloaded at www.ccld.ca.gov and encouraged the Director to email childcareadvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The Director was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com.



There are no deficiencies cited.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative, Tom Gannon.
