On 10/30/2024 at 10 am, Licensing Program Analyst (LPA) Manel Estoesta conducted a Complaint Investigation. LPA met with the Director Mridula Gupta and explained the nature of the visit. Present on this visit were 4 Staff and 20 preschool children. The facility operates from Monday to Friday 7:00 AM to 6:00 PM.

Reporting Party (RP) alleged that the Licensee does not ensure facility is free of insects.

Based on the LPA's observation, during this visit at 11:55 am, LPA observed a spider crawling on the floor, at the corner of the room where LPA was sitting. As per Section 101238 Buildings and Grounds, (a) the childcare center shall be clean, safe, sanitary and in good repair, at all times, to ensure the safety and well-being of children, employees and visitors, (1) the licensee shall take measures to keep the center free of flies, other insects, and rodents.

The preponderance of evidence standard has been met; therefore, the above allegation is to be SUBSTANTIATED.

LPA Estoesta informed the Director, Mridula Gupta, that this report dated 10/30/2024 included a Type B Citation which can be posted as there is a potential risk to the health, safety, or personal rights of children in care.

LPA discussed to the Director to review and facilitate the INTEGRATED PEST MANAGEMENT
https://cchp.ucsf.edu/sites/g/files/tkssra181/f/IPM_Guide_FCCH_0.pdf, on or before the POC due date. Licensee stated that she will have a deep cleaning of the facility by an 3rd party cleaners. Licensee will send a POC Proof to the Regional Office on or by the POC due date.

LPA provided an information about the The Healthy Schools Act and child care facilities from the California Department of Pesticide Regulation, 916-445-4300, www.cdpr.ca.gov, www.schoolipm.inf, https://www.cdpr.ca.gov/docs/schoolipm/childcare/ab2865_faq.pdf. Helping child day care facilities to establish IPM policies and programs. DPR plans to provide examples of IPM policies and programs for child day care facilities. DPR provides fact sheets on various pests such as ants, cockroaches, and mice and rats that explain pest biology and ways to manage these pests using little or no pesticides. DPR also has information on how to keep children safe from pests and pesticides.
