On 8/6/2025 at 8:15 am, Licensing Program Analyst (LPA) Manel Estoesta conducted a complaint investigation. LPA met with the Director Chitra and explained the nature of the visit. Present on this visit were 23 Staff Member and 158 children. The facility operates from Monday to Friday 8 am to 6 pm.

The Reporting Party (RP) alleged the above allegation. Findings were delivered on this visit.

During this visit, LPA conducted a physical plant inspection, record review and observations.

At 8:20 am, LPA observed with the Director Chitra, 1 teacher (S1) supervising 7 toddlers in classroom 7A. At 8:22 am, another toddler walked in classroom 7A. At 8:24 am, another teacher (S2) walked into classroom 7A. At 9:03 am, LPA observed with the Director, 1 teacher (S3) supervising 8 toddlers in classroom 7A. At 9:04 am, another teacher (S4) walked in classroom 7A.

At 8:20 am, classroom 7A has 1 teacher supervising 7 children. At 9:03 am, classroom 7A was out of ratio with 1 teacher supervising 8 toddlers.

The Licensee is in violation of the Care for Toddlers within a Licensed Preschool Center WD 101804(b)(2) - a ratio of six children to each teacher shall be maintained for all children in attendance in the toddler component. An aide who is participating in on-the-job training may be substituted for a teacher when directly supervised by a fully qualified teacher.

The preponderance of evidence standard has been met; therefore, the above allegation is to be SUBSTANTIATED.

LPA Estoesta informed the Director Chitra that this report dated 8/6/2025 included a Type B Citation which can be posted as there is a potential risk to the health, safety, or personal rights of children in care.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

LPA advised the Director Chitra to develop a plan of correction and submit proof to the Oakland Office via email or mail on or before the POC due date. The Plan shall describe how the licensee will bring their facility into compliance. It must be measurable and verifiable. LPA discussed with the Director Chitra that the Director will conduct a Staff Meeting and Staff Planning.
