Licensing Program Analyst (LPA), Cortney Nelson, met with Licensee, Jenny Hutson, and explained purpose of visit, conduct interview and deliver complaint investigation findings for above allegations.

LPA Anna Morales and LPA Nelson conducted interviews with staff, parents, and children from the facility, reviewed pertinent documents, such as childrens roster, and observed staff and children at the facility. Based on the available evidence, it is concluded that although the allegations listed above may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur. The allegations are thus UNSUBSTANTIATED.

There were no deficiencies cited as a result of todays inspection.

A NOTICE OF SITE VISIT WAS GIVEN AND MUST BE POSTED FOR 30 DAYS

Licensing Program Analyst (LPA), Cortney Nelson, met with Licensee, Jenny Hutson, and explained purpose of visit, conduct interview and deliver complaint investigation findings for above allegation.

LPA Anna Morales and LPA Nelson conducted interviews with staff, children and parents from the facility, reviewed pertinent documents, such as childrens roster, and observed staff and children at the facility. Based on interviews and document review, the preponderance of evidence standard has been met, therefore the above allegation is SUBSTANTIATED.

California Code of Regulations (Title 22, Division 12) are being cited on attached LIC9099-D.

A NOTICE OF SITE VISIT WAS GIVEN AND MUST BE POSTED FOR 30 DAYS.

The Licensee will create park bag that has all necessary materials in it for children to travel safely. Park bag inventory should be confirmed on a regular basis to ensure children have comfortable accommodations while away from the FCCH.

The Licensee did not bring a diaper pad with her to the park and in doing so did not provide safe, comfortable accommodations, which poses a potential threat to the health, safety, and personal rights of children in care.

The Licensee will submit a written explanation of how she will ensure park bag has all necessary materials anytime children are away from FCCH and submit by 7/29/2022. Should include materials in park bag and process for maintaining it.
