25 | On 05/22/24 at 10:56, Licensing Program Analyst (LPA) Teodoro Trujillo met with Licensee daughter who assists, LiIibeth Meneses-Alcantara, Licensee Maria Meneses-Alcantara arrived 10 minutes later. LPA also observed Licensee's daughter/assistant Lilibeth Meneses Alcantara and four day care children; two infants and two preschoolers.
Days and hours of operation are Monday - Friday from 6:00 AM to 6:00 PM. The adults that reside in the home are the Licensee, spouse Benito, daughter Lilibeth, two adult sons' Pedro and Jesus Alcantara. The home is divided into two living quarters; Licensee's sister, Esmeralda Meneses Rojas lives in downstairs portion of the home with her two minor children (ages 8 and 10 yrs old). LPA did not observe an updated facility floor plan, licensee states work to divide the home began on November 2023. Licensee did not notify the department of room additions to the home. Licensee provided City of Watsonville with plans to separate the home to two different units, 8 Claremont Ave, for upper unit(currently licensed for child care) and bottom unit as, 8 Claremont Ave, Unit A. The home is currently being remodeled to separate the home, Unit A is still uninhabitable. LPA observed fire disaster drill was done on 07/10/23.
Type B Deficiencies were cited today. Licensee was informed that failure to correct the deficiencies by the specified Plan of Correction Due Date will result in assessment of civil penalties in the amount of $100 per day per violation until the correction is made.
Exit interview conducted and report was reviewed with the licensee Maria.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. |

7 | Operation of A Family Child Care Home
(g) The home shall be free from defects or conditions which might endanger a child. Safety precautions shall include but not limited to: (9) Each family child care home shall have a written disaster plan of action prepared on a form approved by the Department. All children, age and ability permitting, and the provider, the assistant provider, and other members of the household, shall be instructed in their duties under the disaster plan. As their age and ability permit, newly enrolled children shall be informed promptly of their duties as required in the plan. (A) Each family child care home shall conduct fire drills and disaster drills at least once every six months.
