Licensing Program Analyst (LPA), Cortney Nelson, met with Licensee/Owner, Jonnie Cardinale, for an unannounced Required- 1 Year Inspection. LPA was granted access to the facility by staff member, Cassie, and toured both indoors and outdoors during the inspection. Upon arrival, there were fourteen preschool-age children, the Licensee, and three staff members present, which is compliant with the facility license capacity and ratio requirements. LPA observed all required postings near the entrance to the facility and the hours of operation for the summer are Monday – Friday, 9:00AM-2:00PM. (During the academic year, the hours of operation are 8:30AM-4:30PM.)

LPA reviewed sign-in/out sheets, facility roster (LIC9040), and fire/disaster drill log and observed last drill was conducted 3/15/2023. Sign-in/out was observed to be completed with full legal signature and time of day. LPA observed two fully charged 3A40BC fire extinguishers, functioning smoke detector and carbon monoxide detector. There is a child in care who requires Incidental Medical Services (IMS) and LPA advised creating IMS plan for the medication (EpiPen). LPA observed medication is stored inaccessible to children with proper documentation. There are no weapons or firearms on the premises.

This facility provides Incidental Medical Services- IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see Evaluator Manual- Regulation Interpretations and Procedures for Child Care Centers, Section 101173 and 101226. The following information regarding ADA was provided: US Department of Justice toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm

Indoor areas of the facility were inspected by the LPA today and observed to be clean, orderly, and safe for the day care children. The facility has two classrooms, "Honu" for ages 3-4 and "Monarch" for ages 4-5. LPA advised Jonnie on steps to adjust licensed ages to start at two years old. Furniture, such as tables, chairs, and shelves, are in good condition and safe for children. The floors were clean and free of tripping hazards. Drinking water is readily available for children via water dispensers and water bottles labeled with the children’s names. The children’s bathrooms are clean, sanitary, and operable. There is a working telephone in the facility. The facility does not provide food, all children enrolled provide their own food/meals. Jonnie states that parents are encouraged to pack food that does not need refrigeration.

The outdoor area of the facility was inspected and observed to be fenced in. LPA advised climbing structures for children should be secured to the ground. During todays inspection, LPA observed children playing in the front outside space, engaged in activities such as exploration with slime, water painting, and playing other small activities with other children and staff. LPA observed play equipment was in good condition, age-appropriate, and has sufficient resilient materials (tanbark) to absorb falls. There are garden boxes, sandboxes, climbing structures, and other nature exploration activities for the children. No outdoor bodies of water were observed during today’s inspection. Shaded rest area is provided by canopy and Jonnie states she has additional canopies and tarps that are utilized as needed on sunny days.

Five children's files and four staff files were reviewed and all required documents were present. There is at least one staff member with current First-Aid/CPR that expires 8/11/2023 and current Mandated Reporter training that expires 9/18/2024. LPA advised that both shall be renewed every two years.

Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
