On 6/30/25 at 9:50AM, Licensing Program Analysts (LPA) Angela Luz and Andy Yang conducted an unannounced complaint investigation. LPAs met with Licensee Jonnie Cardinale to deliver the complaint allegation of the Director having outside employment. Present for today’s inspection were Licensee, 1 staff, and 13 children.

LPAs conducted interviews, reviewed staff files, and toured the facility with Licensee. The director on file has outside employment at an elementary school site during the facility's operating hours which interferes with Child Care Director duties outlined in Title 22 Regulations. There was an acting director appointed in their absence. The acting director has since left the position and the facility has appointed a substitute until a child care director has been appointed.

Based on LPAs' observation and interviews which were conducted and record reviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. During the Inspection, LPAs observed there is an acting director and determined there is no impact or danger to children present and it did not affect the overall operation of the facility. This is considered a technical violation and no citation is being issued at this time.

A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided.
Exit interview conducted and report was reviewed with the Licensee, Jonnie Cardinale.
