1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	Licensing Program Analysts (LPAs) Cortney Nelson and Ashley Lopez, conducted an announced pre-licensing inspection at the facility. LPAs met with Debbie Craig, Applicant/ Director, and explained the purpose of today's visit. The Applicant has applied for a license for 30 preschool children and a fire inspection approval from the Watsonville Fire Department was received. The facility will operate Monday through Friday from 7:00AM to 5:00PM, serving preschool children ages two to five years. The preschool program will be utilizing two (2) classrooms inside of the facility and an outdoor playground area. LPAs toured and measured the indoor and outdoor areas of the facility with Debbie during today's inspection. INDOOR MEASUREMENTS ARE AS FOLLOWS: Classroom #2: 17.667 x 28.500 = 503.510 7.583 x 7.417 = 56.243 1.417 x 14.917 = 21.137 Total: 580.89 - 21.458 (encumbered space) = 559.432 Classroom #3: 27.000 x 30.500 = 823.500 - 80.45 (encumbered)= 743.05 TOTAL INDOOR SPACE= 1302.482/ 35 sq feet = 37 children OUTDOOR MEASUREMENTS ARE AS FOLLOWS: Playground #2: 37.167 x 61.167 = 2273.394 Playground #3: 108.167 x 50.250 = 5435.392 TOTAL OUTDOOR SPACE= 7708.786 / 75 sq feet = 102 children

There are three toilets (45) and two sinks (30) available for the preschool children. LPAs advised shutting off hot water (less than 120 degrees F) available in the children's sinks. LPAs observed soap dispenser and paper towels are located in the bathroom. There is one separate staff bathroom, located in the infant classroom, that will be utilized by sick children if necessary. Sick children will be isolated near the staff restroom and isolation equipment will be provided. The facility will offer potty training to children as needed.

The Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPAs observed a wall heater, located in classroom #3, that is properly barricaded and inaccessible to children. The classrooms have appropriate lighting and air circulation. Plug in wall heaters will be used as needed during cold weather. LPAs advised adding temperature gauge to the other classrooms for maintaining temperature of 68-85 degrees at all times. First aid kits are stored hanging in each classroom, inaccessible to the children. Debbie has the full 15 hours of Health and Safety Training, including nutrition and lead components. The facility is equipped with two 3A40BC fire extinguishers and a centralized fire alarm system with carbon monoxide detectors.

The facility plans to administer non-prescription and prescription medication to children. Incidental Medical Services will be administered as needed for children with EpiPens and Inhalers. LPA reviewed proper storage of medication and related Licensing documentation with Facility Representatives. IMS Medications (Inhalers and EpiPens only) and other prescription/non-prescription medications will be stored in the kitchen, inaccessible to children. LPAs advised that IMS medication should not be locked.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Classroom #3 will be for children ages 4-5 and is equipped with seven tables, twenty seven chairs, fifteen cubbies, and fifteen nap mats. Classroom #2 will be for children ages 2-3 and is equipped with fifteen cubbies, five tables, eighteen chairs, and fifteen cots. There is adequate equipment, supplies and toys for the children in the facility. Drinking water will be provided indoors via filtered pitcher and water bottles. LPAs advised submitting proof of construction for the building in regards to water lead testing. There is a working telephone at the facility. Debbie states that there are no firearms or weapons on the premises. The facility plans to use classroom binders for sign-in/out and LPAs advised parents shall use full legal signature and time of day.

The food preparation area (kitchen) is functional and has hot and cold running water, sink, refrigerator, and storage space for food supplies. The facility will provide AM/PM snack, lunch, and breakfast to the children and is not planning to work with any food programs. Cleaning and sanitation of dishes and utensils will be done via dishwasher once purchased and Debbie will submit proof of purchase to the Department. There is a solid waste container with tight-fitting lid located in the kitchen. Cleaning supplies will be stored on top of the fridge, inaccessible to children.

LPAs observed Classroom #3 outdoor space is currently in progress and will not be used by children until completed. LPAs observed that the outdoor space for Classroom #2 is surrounded by fencing and advised that all outdoor fencing must be four feet tall. There is a garden area, playground, animals, and maintained sandbox for children to use. LPAs advised that playground must be securely anchored to the ground. LPAs observed the play ground structure is age appropriate and has sufficient resilient material (tanbark) underneath and surrounding the structure. Shade is provided by canopies and large trees. Drinking water will be provided via children's water bottles and filtered water. LPAs did not observe any bodies of water during today's inspection. Transportation will not be provided by the facility.

Debbie Craig, Applicant Representative has obtained the Criminal Record and Child Abuse Index clearances. She has met the education and experience qualification requirements and has current Pediatric First Aid/CPR Certifications on file. Proof of completion of Preventative Health Practices and vaccination records for MMR, Tdap, and Influenza are on file.

LPAs reviewed with Facility Representatives the LIC 311A, Records to be Maintained at the Facility for child’s records, personnel records, administrative records, and documents to be posted.

The Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

LPA discussed "zero tolerance" related regulations with Debbie and advised both of the assessment of an immediate $500 per day civil penalty for any violation of a "zero tolerance" related regulation. An ongoing civil penalty of $150 per day continues until the violation(s) is corrected. Debbie states that she will use positive discipline with the children, including talking and redirecting as needed.

LPA conducted exit interview with Applicant/Director, Debbie Craig and advised that a license for a child care center with 30 children will be issued following Licensing Program Manager review and approval and the following corrections:

Corrections to be made:
1. Outdoor fence for Classroom #2 needs to be four feet tall.
2. Baby gate installed in Classroom #3 for area with water heater
3. Thermometers for temperature in Classroom #3
4. Turn off hot water in children's restrooms
5. Proof of purchase for dishwasher
6. Playground needs to be secured to the ground
7. Broken cement around sandbox needs securing
