LPA met with Nikki Kim, Applicant Representative, and Kim Scalla, Director, and explained the nature of today's inspection to them. The Applicant has applied for a license for 24 preschool children and a fire inspection approval from the Scotts Valley Fire Department for 24 preschool children was received on June 13, 2023. The Preschool Center will operate Monday through Friday from 8:00AM to 5:30PM, serving preschool children ages two to five years. The Preschool program will be utilizing five (5) classrooms inside of their facility and an outdoor playground area. LPA toured and measured the indoor and outdoor areas of the facility with Nikki and Kim during today's inspection. INDOOR MEASUREMENTS ARE AS FOLLOWS: Cubby Rm: 6.667 x 16.583 = 110.559 - encumbered (8.82)= 101.739 Puzzle Rm: 12.500 x 6.667 = 83.338 Dramatic Play Rm: 11.417 x 8.250 = 94.19 - encumbered (5.541)= 88.649 Art/Main Rm: 32.667 x 14.417 = 470.9601 - encumbered (12.15 + 8.025) =450.7841 Office Rm: 11.417 x 11.500 = 131.295 - encumbered (12.837)= 118.459 Total Indoor Space: 842.969/ 35 SQ feet= 24 children OUTDOOR MEASUREMENTS ARE AS FOLLOWS: Playground: 71.833 x 32.417 = 2328.61 - encumbered (12.447) = 2316.163 31.417 x 8.00 = 251.336 Side yard: 14.250 x 29.833 = 425.12 Total Outdoor Space: 2992.619/ 75 SQ feet= 40 children

There are two sinks (30) and two toilets (30) available for the preschool children. There is no hot water (less than 120 degrees F) available in the children's sinks. LPA observed soap dispenser and paper towels are located in the bathroom. There is one separate staff bathroom, located next to the children's restroom, that will be utilized by sick children if necessary. Sick children will be isolated in the office and isolation equipment will be provided. The facility does not plan to offer potty training.

The Licensee was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA observed a wall heater, located in the main classroom, that is properly barricaded and inaccessible to children. The classrooms have appropriate lighting, heating, and air conditioning. AC will be provided by a plug in unit and the wall heater will provide heat to the children. First aid kit is stored in the kitchen cabinet, inaccessible to the children. The Director, Kim, has the full 15 hours of Health and Safety Training, including nutrition and lead components. The facility has working smoke/carbon monoxide detectors and a centralized fire alarm system.

The facility plans to administer non-prescription and prescription medication to children. Incidental Medical Services will be administered as needed for children with EpiPens and Inhalers. LPA reviewed proper storage of medication and related Licensing documentation with Facility Representatives. IMS Medications (Inhalers and EpiPens only) and other prescription/non-prescription medications will be stored in the kitchen cabinet, inaccessible to children. LPA advised that IMS medication is not locked.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. There are 4 tables, 26 chairs, 24 cubbies, 24 hooks, and 24 nap cots available for the preschool children. There is adequate equipment, supplies and toys for the children in the facility. Drinking water will be provided indoors via brita filter with paper cups and water bottles. The facility has already completed lead testing per previous owner and LPA advised lead testing must be completed every five years. There is a working telephone at the site (831) 888-7983. Nikki states that there are no firearms or weapons on the premises. The facility plans to use Brightwheel for sign-in/out and LPA advised it must prompt parents for full legal signature and time of day at a minimum.

The food preparation area (kitchen) is functional and has hot and cold running water, sink, refrigerator, and storage space for food supplies. The facility will only provide AM/PM snack to the children and is not planning to work with any food programs. The children will be required to provide their own lunches. Cleaning and sanitation of dishes and utensils will be done via hand washing as necessary. There is a solid waste container with tight-fitting lid located in the kitchen. Cleaning supplies will be stored in the cabinet beneath the sink in the kitchen area, inaccessible to children.

LPA observed that the outdoor space is surrounded by appropriate fencing and has a large playground and sandbox area for children. LPA observed the play ground structure is age appropriate and has sufficient resilient material (tankbark) underneath and surrounding the structure. Shade is provided by the building overhang and large trees and LPA advised using additional canopy/umbrellas on sunny days as needed. Drinking water will be provided via children's water bottles and Kim states the brita filter will be brought outside to refill as needed. There are activities located outside such as play kitchen, water exploration tables, bikes, and plastic vehicles for children's use. LPA did not observe any bodies of water during today's inspection. Transportation will not be provided by the facility.

Nikki Kim, Applicant Representative, and Kim Scalla, Director, have obtained the Criminal Record and Child Abuse Index clearances. Kim has met the education and experience qualification requirements and both have current Pediatric First Aid/CPR Certifications on file. Proof of completion of Preventative Health Practices and vaccination records for MMR, Tdap, and Influenza are on file.

LPA reviewed with Facility Representatives the LIC 311A, Records to be Maintained at the Facility for child’s records, personnel records, administrative records, and documents to be posted.

The Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

LPA discussed "zero tolerance" related regulations with Nikki and Kim and advised both of the assessment of an immediate $500 per day civil penalty for any violation of a "zero tolerance" related regulation. An ongoing civil penalty of $150 per day continues until the violation(s) is corrected. Nikki and Kim state that they will use redirection at the center and have a calming area for the children to use.

LPA conducted exit interview with Applicant, Nikki Kim, and Director, Kim Scalla and advised that a license for a child care center with 24 children will be issued following Licensing Program Manager review and approval.

There were no corrections needed following this pre-licensing inspection.
