On 3/27/25 at 9:19am, Licensing Program Analyst (LPA) Bianca Mendez and Erica Laird conducted an unannounced complaint inspection, and met with licensee Jeanette Guin. It was alleged there is a strong odor of cat urine in the daycare room and daycare room is cluttered and disorderly.

The licensee was interviewed on 3/27/25 at 9:25am and denied no knowledge of the allegation, and stated that they do not smell any odors and has stuff in the daycare room for all ages. During today’s inspection, the facility was toured . LPA smelled a malodorous smell of cat urine that lingers in the daycare room creating an uncomfortable and noticeable odor in the air. LPA observed the daycare room is cluttered and disorderly, filled with piles of boxes and papers, some of which are blocking the windows, potential egress creating a cluttered and disorganized space which poses hazards by increasing the risk of tripping and difficulty to access emergency exits. LPAs observed 8 children in care and obtained a copy of child care roster.

On 3/27/25 at 9:19 am, Licensing Program Analyst (LPA) Bianca Mendez and Erica Laird conducted an unannounced complaint inspection, and met with licensee Jeanette Guin. It was alleged that kitchen where food is prepared is unsanitary specifically that where children's meals and bottles are prepared.
The licensee was interviewed 3/27/25 at 9:25am and denied the allegation and stated that is not messy it is clean.
During today’s inspection, the facility was toured LPA observed kitchen space, the kitchen counter was free of food particles and LPAs observed the kitchen had appeared to have been recently clean.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated. Notice of site visit was given must remained posted for 30 days. Appeal rights were provided.

Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D.

LPA Mendez informed licensee Jeanette Guin that this report dated 3/27/25 documents 2 Type A citation(s) which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care.

LPA Mendez informed Jeanette Guin to provide a copy of this licensing report dated 3/27/25 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.



Exit interview conducted and report was reviewed with licensee Jeanette Guin. Appeal Rights were provided. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
