On 7/24/25 at 9:06am, Licensing Program Analyst (LPA) Sydney Sims conducted an unannounced complaint inspection, and met with Direcotr Niki Bull. It was alleged that Facility staff handled child in care aggressively, specifically that Staff S1 handled child C1 aggressively while in care.

LPA Sims interviewed Director Niki Bull on 05/28/25 at 9:29am. Director denied the allegation stating that facility staff do not handle the children in care aggressively and that the staff have been trained on how to properly handle children in care.

Five children (C1 – C5) were interviewed on 05/28/25 and had no knowledge of the allegation stating that S1 had not been observed handling child C1 in an aggressive manner.

Four staff (S1-S4) were interviewed on 5/28/25, S1 denied the allegation stating that S1 has never handled child C1 aggressively while the child was in care. S2 and S4 had no knowledge of the allegation stating S1 has not handled child C1 aggressively while in care. S3 confirmed the allegation stating that S3 has observed S1 handle C1 aggressively by grabbing C1 hard by the arm and setting C1 down hard in the time out chair resulting in C1 getting upset and crying.

During today’s inspection, the facility was toured and LPA observed 23 children in care.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.

Exit interview conducted and report was reviewed with the Director Niki Bull. Appeal rights were provided.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
