On 8/21/25 10:28am, Licensing Program Analyst (LPA) Sydney Sims conducted an unannounced complaint inspection, and met with Director Niki Bull . It was alleged that Underage staff included in ratio, specifically that a minor staff is included in the ratio.

LPA Sims interviewed Director Niki Bull on 06/06/25 at 7:38am and Director denied the allegation stating that that there is an underage staff that works at the facility but the staff is not included in the ratio.

Five staff (S1 – S5) were interviewed on 06/04/25 and 7/24/25 and S1 confirmed the allegation stating that during the Summer time S2 works at the facility and has been including in the ratio. Staff S2 – S5 denied the allegation stating that S2 does work at the facility but that S2 mostly works in the kitchen and will help support teachers in the classroom but is never counted in ratio.

During today’s inspection, the facility was toured and LPA Sims observed 14 children in care.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.

Exit interview conducted and report was reviewed with the Director Niki Bull. Appeal rights were provided.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

On 08/21/25 at 10:28 am, Licensing Program Analyst (LPA) Sydney Sims conducted an unannounced complaint inspection, and met with Director Niki Bull. It was alleged that Staff Handle children in care aggressively, specifically that staff are handling children in care are grabbing children aggressively .

LPA Sims interviewed Director Niki Bull on 06/06/25 at 7:38am and Director denied the allegation stating that staff do not handle children in care aggressively.

Four staff (S1, S3 - S5) were interviewed on 6/4/25 an 7/24/25 and S1 confirmed the allegation stating that S1 has observed staff S4 be aggressive towards children in care by handling them aggressively by pulling on their arms or forcing children to stand up or sit down aggressively. Staff S3 – S5 stated that they have not seen S4 handle the children in care Aggressively

LPA Sims received evidence that showed staff S4 sitting down on the ground restraining child (C5) in S4’s lap. C1 was crying trying to get out of S4's lap and repeatedly asking to be let go to go lay down in bed. S4 did not release the child for approximately 50 seconds.

Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D.

LPA Sims informed Director Niki Bull that this report dated 8/21/25 documents one Type A citation(s) which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care.

Also, LPA Sims informed the Director to provide a copy of this licensing report dated 8/21/25 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

During today’s inspection, the facility was toured and LPA Sims observed 14 children in care.

Licensee will have an all staff meeting regarding personal rights and will have all staff watch personal rights video provided by LPA Sims. All state will write a statement stating that the stuff understand the personal rights regulations and send copy of statement to LPA Sims by 8/22/25
