On 08/26/25 at 8:02am, Licensing Program Analyst (LPA) Sydney Sims conducted an unannounced complaint inspection and met with Director Niki Bull. It was alleged that Staff are commingling day care children specifically that infant C1 was allowed to be on the playground at the same time as preschool children.

The Director was interviewed on 08/26/25 at 8:25am and admitted to the allegation stating that C1 does go out on the preschool playground to “visit” with the preschool children because C1 is about to transition to the preschool room and that the Director was unaware that this was not allowed.

During today’s inspection, the facility was toured and LPA Sims observed 16 children in care.

After arrival at the facility LPA Sims observed infant C1 on the playground with preschool children.

LPA Sims received copies of updated preschool roster and personnel report.

Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D.

Exit interview conducted and report was reviewed with the Director Niki Bull. Appeal rights were provided.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Director will hold all staff meeting about co mingling and staff will write statement acknowledging that they will follow the conditions of the license. Director will send copy of statement to LPA Sims by 9/26/25
