32 | Five staff were interviewed on 4/10/25 and 5/21/25 and stated S1, S3 – S6 confirmed the allegation stating that staff are prompted to have infants remain on their cots if the infants wake up before nap time is over and not allow the infants to get up and go into the play area. S2 denied the allegation stating that infants are not forced to remain on the cots but that staff are prompted to encourage the infants to remain on their cots for the duration of nap time and to not allow children in the play area.
During today’s inspection, the facility was toured and LPA Sims observed 11 children in care.
Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D.
Exit interview conducted and report was reviewed with the licensee Stephanie Horst . Appeal rights were provided.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
