On 07/03/25 at 11:30am, Licensing Program Analyst (LPA) Sydney Sims conducted an unannounced complaint inspection and met with licensee Stephanie Horst. It was alleged that Day care children are being forced to remain on their napping cots, specifically that infants are being kept on their cots for an extended period after waking up from nap.

On 4/10/25 at 9:14am LPA Sims interviewed Director Nikki Bull. Director denied the allegation stating that the facility does not force the infants to remain on their napping cots if they are awake but does encourage staff to keep children on their cots by rubbing the children's back or read them a book to try to get the infants to fall back asleep if possible.

Five staff were interviewed on 4/10/25 and 5/21/25 and stated S1, S3 – S6 confirmed the allegation stating that staff are prompted to have infants remain on their cots if the infants wake up before nap time is over and not allow the infants to get up and go into the play area. S2 denied the allegation stating that infants are not forced to remain on the cots but that staff are prompted to encourage the infants to remain on their cots for the duration of nap time and to not allow children in the play area.

During today’s inspection, the facility was toured and LPA Sims observed 11 children in care.
Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D.

Exit interview conducted and report was reviewed with the licensee Stephanie Horst . Appeal rights were provided.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Licensee will host an all staff meeting and review Infant safe sleep regulations provided. Licensee will have all staff sign statement acknowledging that staff understand safe sleep regulations. Licensee will send copy of statement to LPA Sims by 08/04/25 to sydney.sims@dss.ca.gov

Based on interview , the licensee did not comply with the section cited above, infants being forced to remain in designated sleeping area which poses an potential health, safety or personal rights risk to children in care.
