13 | On September 11, 2023 at 3:30 pm, Licensing Program Analyst (LPA) Cunningham conducted an unannounced complaint inspection, and met with director, Lisa O’Neal. It was alleged one staff (S6) handles children in an aggressive manner; specifically, S6 aggressively places infants down to nap.
The director and three staff (S1, S2, and S3) were interviewed on 7/14/23, 9/5/23, and 9/8/23. Two staff (S2 and S3) corroborated the allegation. S2 reported they have observed S6 place children on nap cots in an aggressive manner. S3 reported they have observed S6 pat children on their back in a manner that was too rough. On 9/8/23, the director provided a copy of a council form documenting S6 held a child down on their nap cot.
Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D.
