13 | On 10/21/2024 at 10:40am, Licensing Program Analyst (LPA) Nicolette Cunningham conducted an unannounced complaint inspection, and met with licensee Estella Lopez. It was alleged that a child (C1) sustained unexplained injuries while in the licensee's care, specifically, C1 sustained marks on their leg close to their diaper.
The licensee was interviewed on 8/30/24 and denied the allegations. On 9/9/24, the licensee e-mailed LPA copies of a text message conversation between herself and C1’s parent discussing the marks. Comments in the text messages revealed there was concern the marks were from a friction burn from C1 sitting in a child floor chair or could have been a diaper rash. On 8/30/24, LPA observed and photographed the child floor chair at the facility.
Three parents, three children and one staff were interviewed on 8/30/24, 10/09/24 and 10/21/24. Three out of three parents reported that the licensee immediately contacts parents if their child has a rough day, appears ill or sustains an injury. Three out of three parents reported the licensee over communicates with parents about their child’s day. Three out of three parents reported that they do not have any safety concerns at the facility. During today’s inspection, the facility was toured, and LPA observe seven children who appeared content and happy. It could not be determined what caused the marks and whether they happened at home or while the child was in care. |
