On 9/11/25 at 9:27am, Licensing Program Analysts (LPA) Erica Laird and Sydney Sims conducted an unannounced complaint inspection, and met with Brittany Corrison. It was alleged that staff handled a daycare child in a rough manner, specifically staff pulled children by the wrist and place children in a chair roughly.

On 9/11/25 @ 8:10am LPA Laird conducted an interview with director Brittany Corrison. Brittany stated she is not aware of any allegations involving staff handling a daycare child in a rough manner. Brittnay stated she has no knowledge of staff pulling children by the wrists or placing children in chairs rougly. Brittany stated no staff have come to her with concerns regarding staff handling a child roughly.

On 7/8/25, 9/2/25, and 9/11/25 LPA Laird conducted six staff interviews (S1-S6). Four staff interviewed stated they had observed staff handling children roughly. Staff stated they observed staff pulling children by the wrists or placing them in chairs roughly.

On 7/17/25 LPA Laird interviewed one parent (P1). P1 stated they did not have knowledge of children being handled roughly.

On 7/17/25 and 9/10/25 LPA Laird conducted three parent interviews (P1-P3). All parents interviewed denied having knowledge of staff handling children roughly.

Based on staff statements, LPA Laird determined there is sufficient evidence to suggest the allegation occurred.

Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D.

LPA Erica Laird informed director Brittany Corrison that this report dated 9/11/25 documents 1 Type A citation(s) which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care.

Also, LPA Erica Laird informed the director Brittany Corrison to provide a copy of this licensing report dated 9/11/25 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

Exit interview conducted and report was reviewed with the facility director, Brittany Corrison. Appeal rights were provided.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
