13 | On 7/30/25 at 11:20am, Licensing Program Analyst (LPA) Nicolette Cunningham conducted an unannounced complaint inspection and met with licensee Ronya Merel. It was alleged that staff are transporting children without a valid license.
The licensee was interviewed on 5/23/25 at 1:10pm and denied the allegation and stated Lane Street staff do not transport children but another care facility transports children to Lane Street for afternoon care. The licensee provided a copy of the transportation agreement from the other agency. The licensee also provided a copy of an observation report by a Quality Counts coach which did not indicate any safety concerns. During today’s inspection, the facility was toured and LPA observed 8 staff providing adequate supervision for 28 toddler/preschool age children in care.
Four staff were interviewed on 5/9, 6/19, and 7/8/25. Four staff stated staff do not transport children, but they often take children on nature walks. On 6/18/25, one witness provided a statement regarding staffing at the facility. A second witness was interviewed on 7/29/25 and stated they have not heard of staff transporting children. Three children were interviewed on 7/10/25 and stated they go on walks to the park with their teacher. Children interviews did not reveal any details to indicate staff are transporting children. Two parents were interviewed on 7/11/25 and did not report knowledge of staff transporting children but disclose staff and children often walk to the park.
